Help

As a Supervisory HR Specialist, GS-0201-15 you will be responsible for:

  • Advising the CHCO, Deputy CHCO and agency senior leadership on learning and organizational development strategies that will incorporate and oversees how programs are analyzed, designed, built, delivered and evaluated. Responsible for the design, development and implementation of agency-wide human resource development and training programs including supervisory and leadership training; office and electronic systems training; and technical and mission program training aligned with SBA strategic goals.
  • Responsible for the design, development, implementation and evaluation of SBA career development resources, tools, and programs; develops and implements leadership development programs for various categories of employee and evaluates results.
  • Leading the development, implementation, and evaluation of all employee engagement activities, related communications, reward & recognition programs and events. Facilitates a culture of continuous learning at each phase of the employee lifecycle (e.g. onboarding,
    professional development, supervisory and leadership development) to reinforce employees that SBA is a great place to work and build their careers.
  • Identifying mission-critical jobs and the skills they need, find skill gaps and plan how to close them. Review the agency's overall talent management program at least once a year to find training needs.
  • Providing technical and administrative supervision to a unit of Human Resources Specialists, Industrial/Organizational Psychologist, Organizational Development Specialists and support staff; oversees the daily operation of the unit, ensures that agency policies and priorities are being followed; develops performance standards; and evaluates work performance of subordinates.

Qualifications

GS-15: One year of specialized experience, equivalent to the GS-14 grade level in the Federal service, obtained in either the private or public sector: (1) Leading the interpretation and development of policies to support agency-wide human resources programs, including strategic planning, workforce development, engagement, and organizational effectiveness initiatives; and (2) Leading teams on complex human resources initiatives; and (3) gathering, analyzing, and interpreting workforce and operational data to identify trends, address challenges, and inform data-driven decisions; and (4) applying laws, regulations, policies, and guidance to formulate recommendations; and (5) advising senior leadership on human resources programs and operations. These qualifications must be clearly referenced in your resume.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled
