Help

The primary purpose of this position is to assist journey level utility systems repairer-operators by performing the simpler and more routine duties of repairing and operating utility systems for Federal buildings and Facilities. The incumbent will perform assistance work incidental and/or preparatory to that of higher graded repairer-operator of utility systems such as air conditioning, heating, wastewater treatment and water treatment.

Physical Effort: The incumbent is required to do considerable walking, standing on concrete floors, or climbing stairways, ladders and platforms to reach where equipment is located, often in cramped spaces that require stooping, bending, kneeling or otherwise working in awkward positions. Moderate to heavy physical effort is necessary to perform work on large industrial/utility related equipment and where there is frequent lifting and carry items weighing up to 50 pounds and occasionally 80-100 pounds with assistance.

Working Conditions: The utility systems repairer-operator helper is expected to work outside in all types of weather with temperatures varying significantly. The incumbent may be exposed to insect bites, bruises, cuts, falls and scrapes. Work includes hazardous conditions and equipment associated with industrial systems and the worker is exposed to both raw and treated sewage. Work inside is in dusty, dirty and at times in greasy locations, with risks of slipping, falling and cuts. Incumbent is exposed to infections or diseases such as typhoid and dysentery while working on equipment and there is a presence of hazardous gases such as methane, chlorine, hydrogen sulfide, and carbon dioxide. Incumbent is subject to electrical shock, loud noises, battery acids, and hydraulic fluids while working around pumps and motors. There is frequent exposure to shock, burns, and strains. Incumbent follows prescribed safety practices and uses safety equipment. Some of these safety items may be uncomfortable to wear and may be work for long periods of time.

You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.

Additional information

Temporary Appointment: This is a temporary seasonal appointment not to exceed 1039 hours. The appointment is expected to end upon completion of the season's work.

Non-Competitive Rehire Eligibility: Temporary seasonal employees can only maintain their non-competitive rehire eligibility if they work no more than a combined total of Temporary NTE less than 1040 hours anywhere in the National Park Service (NPS) within their established service year. Accordingly, non-competitive rehire eligibility allows for re-appointment to the same position or another position appropriate for temporary appointment with the same qualification requirements (5 CFR 316.402[b][7]), based on series and grade, anywhere in the major subdivision (NPS).

If you have held a temporary seasonal appointment in the past 12 months and have already worked the maximum temporary appointment less than 1040 hours during that period, you are still welcome to apply. However, please be aware that exceeding the limit of 1040 hours in your established service year will result in the loss of your non-competitive rehire eligibility.

The limit can be exceeded by working multiple temporary seasonal positions that result in a combined total greater than 1040 hours. The limit also can be exceeded by working a single temporary seasonal appointment that exceeds 1040 hours, unless granted an exception by OPM.

Employment may be terminated at any time due to fluctuations in funding levels, project needs, employee performance, or other considerations.
