  • This position is developmental to the full performance GS-11 grade. At the full performance grade, the employee will:
  • Prepare design revisions to plans, specifications and cost estimates, or independently evaluate those prepared by others (i.e. project engineers, mechanical/electrical specialists, suppliers solutions).
  • Assist with change orders for a variety of projects requiring considerable adaptation of precedents or designs.
  • Review contractor proposals and/or user requests for additions, deletions, modifications, or other contract changes.
  • Prepare construction cost estimates and documentation of contract modifications and negotiations.
  • Conduct technical and management analyses of construction contract claims.

  • This position requires the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Minimum Qualifications for GS-0802:
GS-07: One year of specialized experience which includes 1) reviewing construction schedules and modifications using management and financial systems; and 2) providing administrative and technical guidance to project personnel. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).
OR
Education: One full academic year of graduate level education in a field directly related to the work of the position, such as Construction Management, Engineering, Architecture or another closely related field of study.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours by 18. Add the two percentages.

GS-08: One year of specialized experience which includes performing a variety of contract administration duties such as processing contractor progress payment requests and submittals. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
OR
Education: One and a half years of graduate level education in a field directly related to the work of the position, such as Construction Management, Engineering, Architecture or another closely related field of study.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of qualifying experience by 12. Then divide the total number of completed graduate semester hours beyond the first year (total semester hours minus 18) by 9. Add the two percentages.

GS-09: One year of specialized experience which includes 1) supporting higher graded technicians in performing contract administration for construction projects; and 2) providing technical support for engineers. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).
OR
Education: Master's or equivalent graduate degree or two full years of progressively higher-level graduate education leading to a degree such as Construction Management, Engineering, Architecture or another closely related field of study.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

GS-10: One year of specialized experience which includes 1) performing contract administration for construction projects, 2) assisting in reviewing cost estimates, and 3) preparing Quality Assurance (QA) reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

GS-11: One year of specialized experience which includes 1) performing contract administration for construction projects; 2) developing, and reviewing cost estimates; and 3) preparing Quality Assurance (QA) reports; and 4) utilizing financial platforms and/or contract administrative systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-10 and GS-11 positions, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.


Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-06 for GS-07; GS-07 for GS-08; GS-08 for GS-09; GS-09 for GS-10; and GS-10 for GS-11).).

  • This is a career ladder position. The target grade is GS-11. Selection may be made at the GS-07, GS-08, GS-09, GS-10 or GS-11 grade level with non-competitive promotion potential to target grade.
