The primary purpose of this position is to provide support to health care management officials by analyzing, evaluating, advising on and/or coordinating health care delivery systems and operations. The position renders advice on operational policies and assures these policies are coordinated with, and in support of, field operations. This position supports HSA 1.3 (formally legacy VISN 5).

Major Duties:
Program Management/Administration: The incumbent's knowledge and background in clinical, administrative, and professional matters must be broad-based and may impact other areas both locally and network-wide.
Coordinates the administrative functions of the Clinical Service Line (CSL) with all other patient care services.

  • Acts as an agent of the CSL in the investigation and resolution of problems between and within services, as they relate to the CSL.
  • Serves as a representative of the CSL on local and network committees and task forces.
  • Conducts projects that impact the overall function of the CSL and assures that administrative and clinical programs and policies are integrated.
  • Develops and implements long- and short-term policies, plans, and standards of care, ensuring the integration of internal administrative and clinical policies, regulatory and accreditation requirements, and the effect of the policies on care in the community and other external entities.
  • Coordinates the integration of computerized systems as they relate to the VISN as a whole.
  • Develops and/or maintains proficiency and supports administrative activities with various computer applications including spreadsheets, databases, word processing, graphic generation and desktop publishing programs.
  • Is responsible for leading the development on personnel management policies for the CSL, and for developing, evaluating, and adjusting organizational structures and management systems to accomplish the aims of the CSL.
Program Analysis:
  • Is responsible for the analysis of data and the use of quality improvement techniques in the management of CSL teams. The analytical assessment results in recommendation/decisions for changes in and initiation of new/revised initiatives for the CSL. Recommendations are normally accepted and implemented by CSL leadership based on the confidence in and delegation of authority to the incumbent.
  • Develops short- and long-term goals for the CSL. Develops proposals, as well as evaluating outcomes, for cooperative programs with other services lines and institutions, developing and coordinating new initiatives for the CSL.
  • Collects and analyzes data for the purpose of business planning, budget preparations, and management cost studies; and performs cost studies of CSL programs, analyzing information to determine costs of delivering services in established and/or proposed programs.
  • Implements changes based on the understanding and knowledge of the direction of the program as communicated by CSL leadership.
  • Serves as an expert on quantitative methods, and provides expert guidance, consultation, and leadership in developing analyses and evaluations of the CSL programs.
  • Responds to management's need for improved databases, statistical analysis and more efficient reporting methods by determining ways to apply computer capabilities to appropriate work records and administrative operations.
  • Monitors data through the use of statistical tracking systems.
  • Integrates varied databases to bring sophisticated data together into one comprehensive report.
Program Consultation/Liaison:
  • Serves as the point of contact for the CSL leads for union issues and EEO complaints.
  • Serves as the point of contact for employee satisfaction to ensure staff have the opportunity to participate in workplace satisfaction/improvement programs and surveys.
  • Provides training and orientation on policies, procedures and performance measures.
  • Serves as liaison to inter-service related issues with other clinical support services as appropriate.
  • Promotes good relations with Veterans, Medical Center staff, stakeholders, unions, congressional delegations, and Veterans groups.
  • Serves as liaison to Public Affairs Officer.
  • Meets the needs of customers while supporting VA missions. Consistently communicates and treats customers (Veterans, their representatives, visitors, volunteers and all VA staff) in a courteous, tactful and respectful manner.
  • Provides the customer with consistent information according to established policies and procedures.
  • Handles conflict and problems in dealing with the customer constructively and appropriately.
  • Assists in answering patient inquiries and in resolving complaints as they relate to the CSL and to the clinical services.
Work Schedule: 8 am to 4:30 pm Monday - Friday
Telework: Ad-Hoc only. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/09/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience/education as described below:

Individual Occupational Requirements:
Undergraduate and Graduate Education:
Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

OR

Specialized Experience:

Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:

  • Missions, organizations, programs, and requirements of health care delivery systems;
  • Regulations and standards of various regulatory and credentialing groups; and
  • Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
OR

Special Provision for Inservice Placement:
Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
  • Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
  • Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
  • Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
In addition to meeting the IOR above, you must meet the Specialized experience as described below for GS-13:
  • Specialized Experience: one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-12) in the Federal Service that is directly related to the work of the position and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties as a Health Systems Specialist.
Qualifying specialized experience is defined as, but not limited to: Leading market assessment growth plan and organizational strategic capital planning; developing and maintaining facility-level capital master plans and major lease strategies; conducting complex analyses to identify capital gaps; designing and implementing data-driven tools, models, and dashboards; leading analytics, planning, coordination, financing, and execution of the complete lifecycle of the strategic capital plan; and overseeing activation planning for new or expanded shared facilities, clinics, and specialized programs.

Best Qualified Criteria:
  • 2 years of experience in health system capital planning.
  • 4 years of experience in strategic and analytical ability.
  • 2 years of experience of experience in project management.
  • 2 years of experience in leadership or team supervision.
  • Stakeholder coordination and influence.
  • Strategic communication skills.
  • Judgement and problem-solving.

Preferred Experience: Experience managing committees or workgroups that span multiple facilities. Experience extracting, analyzing, and presenting access and quality data metrics. Experience preparing presentations and reports for Executive leadership. Experience with Primary Care clinical services.
