Duties

Help

Serves as a project lead for acquisition career development and certification programs and policy in the Acquisition Career Management Division within the Acquisition Career Management Division, Acquisition Profession Management Branch under the minimal direction of a manager or executive.

Develops agency-wide policy and guidance and manages programs and activities that support workforce planning, development, and certification for agency specialists engaged in acquisitions ("acquisitions includes the design, development, procurement, and implementation of mission-critical air traffic technologies, systems, and other capital investment programs as well as other types of procurement). Incumbent may lead one or more of the following career program areas: program/project management, research and engineering/systems engineering, business and financial management, contracting/COTR, test and evaluation, integrated logistics, and/or other specialized acquisition support functions.

Collaborates with technical and procurement experts across the FAA's acquisition community to define priority requirements and workforce strategies and leads coordination with human resources training and other staff/organizations to effectively design and implement programs. Participates in Department and cross-government working groups and forums on acquisition career development and certification matters.

Applies experience and expert knowledge that are applicable to his or her discipline to conduct functional activities for projects/programs that often require the development of new and innovative approaches. Identifies and resolves challenging problems or issues that often cross- organizational boundaries and impact on the accomplishment of strategic objectives.

Broad policies and objectives provide general guidance for addressing issues but often require the development of new approaches. Often asked to develop new policies, procedures, or approaches that take into consideration FAA policies, Government-wide rules and regulations, and external concerns. May create new solutions and policy interpretations, as situations require.

Incumbent provides expert guidance and instruction to all levels regarding programs within his/her purview. Develops and recommends approaches to address current and anticipated problems and issues. Works with senior management to identify and resolve problems.

Work typically is reviewed only at completion for success in achieving planned results. Has broad discretion to ensure the alignment of organizational goals and policies and the requirements of the projects and/or other work activities. Work activities typically impact directly on the objectives of one or more organizational units, major subdivisions, and/or LOB/SO and often impact on the objectives of the FAA.

Qualifications

Management and Program Analysis Series 0343

To qualify for this position at the J-band:  you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS-13 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Experience includes:  Experience in designing, developing, implementing and evaluating acquisition-related workforce development programs and policies for a technical workforce.
