This position is located at the Department of Justice Headquarters in Washington D.C.
The Director, National Fraud Detection Center, serves as the senior executive responsible for the National Fraud Enforcement Division (Fraud Division) National Fraud Detection Center. The incumbent serves as a principal advisor to the Assistant Attorney General, Deputy Assistant Attorneys General, United States Attorney's Offices and Department leadership, as appropriate, on all matters related to direction and oversight of the National Fraud Detection Center, which is comprised of integrated teams of prosecutors, law enforcement agents, scientists, and other experts who use cutting edge technology and techniques to identify fraud and find fraudsters.

The incumbent collaborates extensively with other Department components, United States Attorneys' Offices, federal law enforcement agencies, Executive Branch agencies, Inspectors General, and other state, local, Tribal, territorial, and international law enforcement partners.

Primary responsibilities include but are not limited to:

  • Managing the day-to-day operation of the National Fraud Detection Center, including oversight of operational capabilities, budget, workforce development, information technology, and customer outreach.
  • Providing leadership and management of all substantive functions of the National Fraud Detection center, including management of a sizeable staff of law enforcement agents, scientists, and support professionals.
  • Overseeing a performance management system that evaluates the productivity, efficiency, and effectiveness of the National Fraud Detection Center staff, processes, and technology. The incumbent is responsible for ensuring that performance measures are met.
  • Determining resource needs and overseeing the development of budget submissions and reprogramming requests. Oversees the management of resources within detailed budget and cost estimates. Ensures that the National Fraud Detection Center has the budget and personnel needed to accomplish its mission, goals, and objectives.
  • Serving as a spokesperson for the National Fraud Detection Center in meetings with senior executives from the Fraud Division, National Fraud Detection Center member agencies, and other federal agencies.
  • Leading the establishment of new partnerships that improve, expand, and/or support the accomplishment of the Fraud Division and National Fraud Detection Center missions.
  • Overseeing the negotiation of, and compliance with, data sharing Memoranda of Understanding between the National Fraud Detection Center and partner agencies.
  • Ensuring the National Fraud Detection Center conforms with changes in the laws, policies, and guidelines that govern federal regulatory and investigatory agencies.
  • Providing advice and direction in the solution of problems and difficulties by directing changes in policies, procedures, and/or practices. Setting priorities and goals that are consistent with senior management direction in order to maintain an efficient, results driven organization.
  • Employing systems of internal control in order to monitor results, impacts, and the financial soundness of National Fraud Detection Center and its initiatives.

  1. You must be a United States Citizen or National.
  2. Veterans' preference is not applicable to the Senior Executive Service.
  3. Selective Service registration is required for males born on, or after, December 31st, 1959. Those not registered should have an approved exemption on file.
  4. You will be required to complete a pre-employment security investigation and background check for the security level designated for this position.
  5. You will be required to undergo a drug screening and obtain favorable results prior to being appointed.
  6. You may be subject to a one-year probationary period effective from the date in which you are appointed.
  7. This position requires you to submit a Public Financial Disclosure Report (OGE 278) upon entry, and annually thereafter in accordance with DOJ and Federal ethics guidelines.
  8. You must meet all minimum qualifications to be deemed eligible. Only experience obtained by closing date of this announcement will be considered.
As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under the Mandatory Technical Qualifications and Executive Core Qualifications.

Qualifications

You will be evaluated to determine if you meet the minimum qualifications required of the position and on the extent your application demonstrates that you possess the knowledge, skills, and abilities required of the Director National Fraud Detection Center. Please be sure to give concrete examples of your experience and demonstrate the complexity of the knowledge you possess.

ECQ5 - ACHIEVING RESULTS. Demonstrated ability to achieve both individual and organizational results, and to align results to state goals from superiors.

For this position, the following Mandatory Technical Qualifications (MTQs) have been established and should be addressed within the resume application.

MTQ 1: Demonstrated ability to lead and manage large, multidisciplinary teams-including prosecutors, law enforcement agents, analysts, legal personnel, and support staff-to execute a national scale fraud detection mission. Expertise in overseeing daily operations, establishing organizational priorities, directing investigative and administrative functions, promoting the National Fraud Detection center's long-term strategy, and ensuring performance measures are consistently met. Entrepreneurial mindset to scale a team and set and meet benchmarks.

MTQ 2: Demonstrated experience developing operational and strategic plans for fraud detection activities, including coordinating with DOJ components, U.S. Attorneys' Offices, federal law enforcement agencies, Executive Branch partners, Inspectors General, and state, local, Tribal, territorial, and international entities. Demonstrate ability to establish new partnerships, align NFDC goals with senior DOJ leadership direction, and maintain an efficient, results driven organization.

MTQ 3: Ability to effectively communicate on complex technical issues, including the ability to advocate successfully with broad stakeholders, external partners and individuals or groups having differed and often conflicting interests, on matters related to the successful execution of a large-scale organization's mission, programs and projects.

MTQ 4: Comfort with managing large data sets, complex discovery issues, data driven prosecutions, and AI tools to promote target generation, loss maximization, and strategic process to further Fraud Division cases.

Education

Applicants must possess a J.D. degree from a law school accredited by the American Bar Association, have at least 5 years of relevant post-J.D. experience, and be an active member of the bar in good standing a state, U.S. territory, the District of Columbia, or the Commonwealth of Puerto Rico. Once this announcement closes the following will occur:

  1. A review of your resume, clear evidence of the 5 ECQs and MTQs, and supporting documentation will be conducted by the HR Specialist.
  2. Applicants deemed minimally qualified will be referred to an Executive Resources Board (ERB) to further evaluate applications.
  3. The ERB will further evaluate applications to determine the best qualified applicants for referral to the hiring official.
  4. Best qualified applicants will be referred to the hiring official and may be invited to participate in a structured interview. Interviews may be in a virtual setting or in person at DOJ offices.
  5. The selectee will receive a tentative offer from the agency; however, before an agency can appoint a new Senior Executive Service member, the selected individual will be subject to further evaluation through a Structured Interview by the Office of Personnel Management (OPM) Qualifications Review Board (QRB) as required by law. OPM must review the executive qualifications of each new career appointee to the Senior Executive Service (SES) prior to appointment.
NOTE: You MUST address all MTQs as required above, but do not need to address the ECQs if you:
  1. Are currently serving under a career SES appointment;
  2. Are eligible for reinstatement into the SES; or
  3. Have successfully completed a SES Candidate Development Program and been certified by Office of Personnel Management (OPM).
