The Position Description (PD) associated with this position is currently undergoing a classification consistency review in accordance with Office of Personnel Management (OPM) guidelines. This process ensures that similar positions across the VA and federal government are classified consistently based on duties and responsibilities. As a result of this review, the final job title, occupational series, and/or grade level may be adjusted, including the possibility of a lower grade if the duties support that determination. If this occurs, selections will be notified and given the opportunity to accept or decline the revised offer. If a downgrade occurs after entry on duty, prior pay may be subject to overpayment review and potential debt; you will be notified of any determination and your rights.

Duties:

  • Interpreting administrative policies, developing and implementing local policies, defining administrative requirements.
  • Manages, prepares, edits and guides the writing of correspondence with persons or groups within and outside the organizations.
  • Creates an annual training plan for supervisors to develop management knowledge, skills, and abilities.
  • Oversees the personnel management program for Engineering Service, including matters involving recruitments, promotions, awards, position classification, training, & disciplinary actions.
  • Oversees the budget formulation and management for Engineering Service and preparation of a variety of budget analyses and maintenance of budget records.
  • Manages use of purchase cards.
  • Shares oversight responsibility with the Chief for performance appraisal and merit pay programs, manages Incentive Award budget with recommendations to the Chief Engineer
  • Participates with management in defending the budget before senior level management.
  • Manages suspense items from VACO, VISN16, and the Director's Office for high priority matters affecting health care system operations. Maintains system for recording and tracking assigned responders and due dates for replies.
  • Monitors timekeeping exceptions, ensures corrective measures are taken, assists timekeepers or supervisors to enforce policy to ensure requirements are met.
  • Skilled in oral and written communication to effectively deal with interactions with officials within the service and without, to include Congressional Offices.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Work Schedule: Monday-Friday 8:00am-4:30pm, subject to change based on the needs of the facility.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/19/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

To qualify at the GS-07 grade, you must have one year of specialized experience equivalent to the GS-05 level or higher or meet educational requirements or a combination of specialized experience and education.

  • Specialized Experience:
    Experience performing routine administrative support functions, such as coordinating onboarding activities, assisting with timekeeping, and maintaining personnel records.
    Experience providing basic budget support, including collecting financial data and assisting with purchase card tracking or reconciliation.
    Experience assisting with procurement and contracting tasks, such as preparing documentation, monitoring requests, or supporting COR-related activities.
    Experience helping to develop or update standard operating procedures (SOPs) and ensuring adherence to established administrative processes.
    Experience communicating effectively in writing and orally to share information, prepare correspondence, and respond to routine administrative inquiries. NOTE: This experience must be supported by your resume to be creditable.

    Experience performing administrative operations and HR/personnel administration functions, including onboarding, timekeeping, and processing various types of leave.
    Experience supporting budget formulation and execution, including purchase card reconciliation.
    Experience providing procurement and contract support, including FAC/COR II functions and familiarity with IPPS.
    Experience developing policies and standard operating procedures (SOPs) and ensuring compliance with established policies and procedures.
    Experience communicating orally and in writing to obtain and provide information related to organizational, administrative, and procedural matters, including preparing formal correspondence. NOTE: This experience must be supported by your resume to be creditable.
