Duties

Help

  • Plans and coordinates the year round Youth Center program and enhanced youth sports and fitness.
  • Conducts on-going formal and informal youth sport needs assessments to plan for future needs.
  • Cultivates a cooperative relationship between the civilian and military communities by establishing and/ maintaining liaison in the community with civic organizations, youth groups, private associations, church groups, educational institutions, national associations and other program administrators, i.e., base Fitness Center, CDC Director, etc. that may, be directly or indirectly involved in sports activities concerned with the quality of life for children and youth.
  • Arranges for necessary supplies, transportation, space and services for youth fitness and sports program activities.

  • Full/part-time employees occupying direct childcare positions are eligible for discounts IAW DAF AFSVC/CC Memo, 30 Sep 22; first child 100% / each additional child 25%. Other assigned CYP and FCC personnel are eligible for 25% discount.
  • Direct Deposit: All federal employees are required to have direct deposit.
  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
  • Incumbent is subject to work an uncommon tour of duty to meet program requirements including nights, weekends, and holidays.
  • May be required to travel by military or commercial aircraft when performing temporary duty (TDY).
  • Requires the operation of personal or government vehicles. A valid driver's license is required.
  • May require physical dexterity and ability, heavy physical exertion, and exposure to hazardous materials.
  • Must complete all mandatory training IAW AFI 34-249 Air Force Youth Programs.
  • This position has been identified as a designated position under the Air Force Drug Testing Plan. Incumbent(s) of this position is subject to the possibility of a random drug test.
  • This position has been identified as having "regular contact with children". In accordance with (IAW) Public Law 101-647 Section 231, Public Law 102-190, Section 1094, and DoD Instruction 1402.05, background checks are required.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS-0188 series.

SPECIALIZED EXPERIENCE: I have one year of specialized experience equivalent to the GS-05 grade level in the Federal service which includes knowledge of program planning and methods of operations for typical and conventional program activities of a small dependent youth center. Use judgement to plan and establish program objectives, performance goals, make adjustments to meet new requirements, emergencies, or changing programs within established resources in order execute basic dependent youth activities programs and recreation services.

EDUCATION:
I have successfully completed one full academic year of graduate-level education in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as General Recreation, Outdoor Recreation, Recreation and Parks Leadership, Wild Land Recreation Management, Natural Resources Recreation, Youth Recreation, Public Urban or Community Recreation, Special Populations Recreation or Physical Education. (Note: You must attach a copy of your transcripts.)

COMBINATION OF EXPERIENCE AND EDUCATION:
I have successfully completed all the requirements for a bachelor's degree and am claiming Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in B above. Superior Academic Achievement is based on: (1) Class Standing - You must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - You must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - You may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). (NOTE: You must attach a copy of your transcripts and/or verification of class standing for further verification.)

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of a wide range of the principles, concepts, developmental appropriateness and techniques of programs, sports and fitness for youth and teens.

2. Knowledge of program and facility management, safety, fire, and environmental regulations, practices, and procedures, as well as facility design and equipment selection and purchase.

3. Ability and skill in teaching and communicating effectively with others both orally and in writing to promote and report on the program, train paid staff and volunteers and to resolve problems and answer questions relating to the program.

4. Knowledge of preparing budgets, program evaluations, and facility administration; managing financial and physical resources of teen programs; and is effectively organizing and utilizing available resources within the program framework.

5. Ability and skill in performing liaison duties with military and civilian agencies to promote opportunities for the youth in sports and fitness arena.

6. Ability to train individuals effectively.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
