Duties

Help
  • Plan and coordinate appraisal projects across the District, including real estate valuation and property interests for acquisition, management, and disposal.
  • Conduct appraisals for acquisition and disposal involving complex properties, such as residential/commercial subdivisions, industrial tracts, utilities, quarries, marinas, airports, and multi-use developments.
  • Determine fair cash-market values for fee title, qualified fee, leasehold interests, and complex easements.
  • Conduct technical reviews of staff and contract appraisals regardless of amount, inspecting subject and comparable properties as needed and preparing written findings and recommendations.
  • Perform final technical reviews of appraisals to support real estate negotiations with property owners.
  • Inspect properties and develop valuation calculations using comparable sales and highest-and-best-use analyses (before and after partial takings).
  • Conduct detailed inspections of government-owned lands, buildings, and improvements to establish current rental, sale, or salvage values for leasing or disposal.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The incumbent must obtain and maintain a Certified General Appraiser certification.
  • The incumbent must maintain quals as appraiser. The conditions of cert and licensing were extended to federal appraisers by virtue of the ER 405-1-4. This includes min of five years' exp. in real estate appraising as Certified General Appraiser.
  • Travel is required 25% of the time.
  • Incumbent is required to obtain and maintain a valid state driver’s license.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08. Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-12 Specialized Experience

One year of specialized experience which includes:1) Directing end-to-end valuation services; and 2) Coordinating complex workload distributions; and 3) Delivering comprehensive appraisal consulting across a diverse portfolio of conventional and specialized property types. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
