Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Projects include a variety of kinds in support of the District's Military; Civil Works; Work for Others; and Hazardous, Toxic and Radiological Waste (HTRW) programs.

This is a developmental position, GS-09, GS-10, GS-11. Management may hire at any grade level.

Help
  • Serves as a senior Quality Assurance Representative (QAR) at the site of construction, monitoring construction activities for assigned projects.
  • Coordinates with a variety of interested parties, from customers to contractors to local government officials, state and local environmental agencies, etc.
  • Interprets contract requirements throughout all phases of construction work.
  • Maintain surveillance of the contractor inspection system for compliance with approved quality control plan.
  • Make on-the-spot decisions/commitments not affecting basic design/cost to avoid delays in construction projects.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must have or be able to obtain and maintain a secret security clearance.
  • Temporary duty (TDY) travel is approximately 25%.
  • A pre-employment physical is required.
  • This position requires the incumbent to possess or obtain and maintain a driver's license in one of the 50 US states or possessions and any installation and/or DoD requirement.

Specialized Experience for GS-09: One year of specialized experience which includes assisting with basic site visits or inspections; reviewing simple construction drawings or schedules; and maintaining project files and records. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).

Specialized Experience for GS-10: One year of specialized experience which includes conducting standard inspections of active construction sites; verifying basic contract compliance; and drafting progress or hazard reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Specialized Experience for GS-11: One year of specialized experience which includes performing routine construction site inspections; checking project plans for conformance; and documenting construction progress. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
