We are seeking a Supervisory Social Worker for the Housing and Urban Development-VA Supportive Housing Program to join our team at the H. John Heinz III Department of Veterans Affairs Medical Center.

Duties Include:

  1. Serve as the Program Manager for the Housing and Urban Development-VA Supportive Housing (HUD-VASH) program and is responsible for the professional and administrative management of a designated area within Social Work Service. They collaborate closely with the Social Work and Health Care for Homeless Veterans Program (HCHV) administrative staff to assist with the necessary documentation and administrative responsibilities required by HUD and the various agencies and organizations involved in providing quality care to the program's recipients.
  2. Assist in planning, establishing, and implementing policies and procedures: developing individual or group goals and objectives as well as monitoring, operating, evaluating, coordinating, and overseeing the HUD-VASH staff to which they are assigned.
  3. Responsible for all performance measures for the HUD-VASH Program and reports monthly statistics to the National Office. They provide professional, clinical, and administrative management of their assigned HUD-VASH team in the Comprehensive Social Services Service Line under the umbrella of Healthcare for Homeless Veterans Program (HCHV) and community partners. HUD-VASH teams include multi-disciplinary staff, including nurses, social workers, and addiction specialist, who frequently travel between sites and spend approximately half of their time in the community.
  4. Ensure that ongoing, intensive reviews and appraisals are completed to ensure the accomplishment of objectives and adherence to standards set by governing bodies. They collect and submit HUD-VASH Program participant data as outlined by HOMES evaluation procedures on a regular basis as well as in compliance with the VA, VHAPHS, VISN, VACO and HUD documentation and reporting requirements. The supervisor formulates and implements protocols and policies for the program on an on-going basis to meet the ever-changing needs of the program's target population.
  5. Provide oversight of the direct clinical and case management services of veterans and/or families enrolled in the program. The program necessitates detailed coordination efforts with public housing authorities, property managers and landlords in the following states/counties: Pennsylvania - Allegheny, Westmoreland, Beaver, Washington, Fayette, & Greene. West Virginia - Hancock, Brooke, Ohio, and Marshall. Ohio - Jefferson, Belmont, and Monroe.
  6. Coordinates the screening and admission process for the HUD-VASH program. Uses advance clinical training, insight, and experience to interpret data and to identify viable treatment options, including assessment for eligibility and clinical appropriateness of a HUD-VASH admissions or subsequent discharge.
  7. Provides independent consultation and makes recommendations to the interdisciplinary team on the treatment plan. Routinely interviews and counsels Veterans to resolve various problems or conflicts, and assists the veteran in reaching treatment goals.
  8. A substantial portion of the workload directed by this position is carried out at public housing authorities, VAMCs, and locations that are physically removed from the main unit under conditions that make day-to-day supervision difficult to administer; frequent phone and e-mail contact as well as regular conference and video calls with supervisees and other relevant staff occurs to ensure the smooth continuum of care. A valid driver's license is required.

Work Schedule: 8:00 a.m. - 4:30 p.m., Monday through Friday.

Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year). Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience.
Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.
Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
  • Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/.
  • Physical Requirements. See VA Directive and Handbook 5019, Employee Occupational Health Services.
  • English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. ยง 7403(f).

GS-13 Grade Determinations:
  • Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
  • Licensure/Certification. Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
  • Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
  1. Ability to independently organize work, set priorities, and meet multiple deadlines.
  2. Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.
  3. Ability to ensure provision of clinical social work services by supervised social workers.
  4. Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion.
  5. Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service.
  6. Ability to provide staff training and development.

  • Experience working with VA Homeless Operations Management and Evaluation System (HOMES)
