The United States Space Force (USSF) Combatant Forces Command (CFC) Operations, Plans, and Force Generation Directorate (S3579) International Affairs (IA) at Peterson Space Force Base, Colorado is searching for a Foreign Disclosure Officer (NH-0130-03, GS 12/13 Equivalent).

Description:
Make history with America's newest military service as a certified Foreign Disclosure Officer (FDO) within the Headquarters Combat Forces Command International Affairs (CFC/IA) division of the United States Space Force. This critical national security role leverages your expertise in international relations and foreign disclosure policy to safeguard vital space defense operations while fostering key global partnerships. The ideal candidate is a highly motivated, self-starting professional possessing a comprehensive, advanced knowledge of international affairs and National Foreign Disclosure policies, specifically National Disclosure Policy (NDP-1) and the International Trafficking in Arms Regulations (ITAR). Serving as a vital Foreign Disclosure Officer (FDO) within HQ CFC/IA, this individual must demonstrate a proven ability to formulate, coordinate, and execute complex security policies focused on USSF weapon systems, space intelligence, and Allied integration, while expertly managing specialized programs like the Foreign Visit System (FVS), Military Personnel Exchange Program (MPEP), and Foreign Liaison Officer (FLO) initiatives. As a trusted advisor, the candidate must possess exceptional written and oral communication skills to clearly and concisely brief senior military commanders, represent the command at international conferences, and navigate the intricate organizational structures of the Department of War and DAF Foreign Disclosure enterprises.

Key Skills and Abilities:

  1. Expert and comprehensive professional knowledge of the performance of Foreign Disclosure Officer (FDO) duties, responsibilities and processes. Expert knowledge of National Foreign Disclosure policies and processes, National Disclosure Policy (NDP-1), missions, roles, functions, and organizational structures of the DoD and DAF Foreign Disclosure enterprise.
  2. Knowledge of wide-ranging International Engagement activities and the processes which support them to include the legal conduct of foreign-US training/exercises as applied within Security Force Assistance, Building Partnerships, and Security Cooperation.
  3. Comprehensive knowledge of Foreign Visit Requests (FVRs) within the Foreign Visit System (FVS) and the enterprise management of their processing, staffing, approvals/disapprovals, and tracking through completion.
  4. Comprehensive knowledge of the DAF Military Personnel Exchange Program (MPEP) and the Foreign Liaison Officer (FLO) program, its applications at the Field Command level, and the enterprise management of the processes, documents, and coordination required to manage that enterprise.
  5. Comprehensive knowledge of complex and technical aspects of the International Trafficking in Arms Regulations (ITAR) as they relate to disclosure and processes/requirements driving command/subordinate exemption requests that are compiled consistent with ITAR guidelines and applicable SpFIs/AFIs for ultimate submission to and processing through the DAF-level Foreign Disclosure Office.
  6. Broad spectrum knowledge of the greater International Affairs community (Security Cooperation, International Engagement, Political-Military Affairs etc.) to contextualize task performance within a greater Foreign Policy environment and add efficiency/effectiveness to action officer duties while satisfying strategic objectives.

  • Must be able to obtain and maintain a Top-Secret security clearance with eligibility to SCI, other intelligence-related Special Sensitive information and SAP to fully perform the duties and responsibilities of the position.
  • A non-disclosure statement must be signed.
  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • Work may occasionally require the employee to work overtime on an unscheduled or emergency basis.
  • Employee must be certified as a Foreign Disclosure Officer meeting all requirements necessary to conduct foreign disclosure activities within the DAF and/or DoW.
  • A graduate degree in political science, international affairs, or other applicable areas of study is highly desired.
  • Experience working with foreign governments and/or foreign military personnel on international affairs programs and activities is required.
  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
  • Eligible for situational telework only, including emergency and OPM prescribed “Unscheduled Telework”.
  • PCS is not authorized. Incentive is not authorized.
  • Subject to Temporary Duty Assignment (TDY): Approximately 30 days per year.
  • This position will close after 5 business days or 75 applications, whichever comes first.
