This position is with the Office of Inspector General, Office of Audits, Inspections, and Evaluations, responsible for the development, direction, and implementation of a broad, comprehensive review program covering audits, inspections, and evaluations of all Department of the Interior (DOI) and Insular Area Governments' programs and activities in terms of (a) economy, efficiency, effectiveness, and equity; (b) internal controls, financial reporting, and compliance with laws and regulations; and (c) program results.

As the Deputy Assistant Inspector General for Inspections and Evaluations, ES-0343-00, you will perform the following major duties:

  • Establishes inspection and evaluation organizational goals and develops long and short-range plans to attain these goals, including appropriately allocating resources and advocating when additional resources might be needed to meet operational and emergency needs. This includes recommending organizational changes to improve operations, including revisions of basic structure, allocation of resources and key subordinate positions, as needed;
  • Establishes inspection and evaluation priorities through strategic planning; assigning projects that are relevant and formulated to promote meaningful change within the DOI and monitoring the progress of those efforts; and, keeping the Acting Inspector General and her immediate office apprised on the status of relevant issues related to the work. Directs the development of the annual inspection and evaluation plan, using a data driven approach and focusing on high risk/high impact projects;
  • Provides guidance and direction to inspection and evaluation teams and ensures timely completion by holding staff accountable to meet approved milestones;
  • Develops project ideas, determining the most effective and efficient approach to be followed in the performance of the projects, and monitoring progress;
  • Ensures the inspections and evaluations are pursued, documented and finalized in accordance with the applicable standards, including the Council of the Inspectors General on Integrity and Efficiency (CIGIE) Quality Standards for Inspection and Evaluation, evaluation guidelines established by the Office of Management and Budget, and applicable standards set by the American Institute of Certified Public Accountants (AICPA), the Institute of Internal Auditors (IIA), or other recognized professional associations;
  • When designated, serves in the Assistant Inspection General for Audits, Inspections and Evaluations in the management of AIE, and initiates action, as appropriate, to continually improve the efficiency and effectiveness of the AIE through the use of new business or technological measures, processes, techniques or strategies;

  • Fosters and promotes effective communication within the organization, both horizontally and vertically. Ensures Departmental senior level management are appropriately informed of AIE activity. Collaborates with peers within DOI OIG, and across the CIGIE community;
  • Reviews existing and proposed legislation or regulations and policies to determine the effect on the efficiency and effectiveness of OIG inspection and evaluation programs, and makes recommendations, as appropriate.

Qualifications

There is NO requirement to prepare a narrative statement specifically addressing the Executive Core Qualifications (ECQs) or the Technical Qualifications (TQs).

TECHNICAL QUALIFICATIONS (TQs)
: Your resume should demonstrate accomplishments that would satisfy the technical qualifications.

TQ 1: Demonstrated experience leading the development and execution of an inspection and evaluation annual work plan. Experience must include: (1) taking a data-driven, risk-based approach to identifying program areas or issues where coverage is needed; (2) developing appropriate objectives, scope, and methodology; and (3) incorporating innovative procedures.

TQ 2: Demonstrated experience managing, supervising, coordinating, and conducting relevant, timely, and high-quality inspections and evaluations that assessed the economy, efficiency, and results related to Federal programs and operations. Experience must include ensuring such inspections and evaluations are conducted in accordance with the Council of the Inspectors General on Integrity and Efficiency's (CIGIE) Quality Standards for Inspection and Evaluation.

DESIRABLE QUALIFICATIONS: At least 5 (five) years of experience in Federal oversight. Ideally, this experience would be relevant to the oversight work of an Office of Inspector General including experience addressing complex inspections and evaluations of federal programs. Demonstrated experience ensuring that inspection and evaluation reports meet organizational quality standards, are issued according to established timelines, contain actionable recommendations, and include structured follow-up to ensure resolution and formal closure. Desirable qualifications will not be used to assess whether applicants meet the minimum qualification requirements for the position; rather, they are used solely to help rate and rank eligible candidates.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQs, you may not receive further consideration for the position.

There are five ECQs:

  • ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.
  • ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.
  • ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.
  • ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
  • ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.

There is no substitution of education for experience at this level.

The incumbent works irregular, unscheduled, and overtime duty and has responsibility for recognizing, without supervision, circumstances that require remaining on duty. Incumbents must be prepared to return to duty upon being summoned irrespective of a holiday or off-time considerations.

This position is Critical-Sensitive and requires a Top Secret Clearance. The occupant of this position is subject to additional suitability for security purposes. Appointment to and retention of this position is subject to satisfactory clearance and issuance of Top Secret security clearance.

The occupant of this position is subject to adherence to conflict of interest provisions for the Department of the Interior, Office of Inspector General.

Selectee must meet the initial agency suitability determination (i.e. local police checks, review of past employment data, review of Query National information Center report, results of special agency check, etc.) before a final offer can be made.

Veterans Preference: Veterans' preference is not applicable to the SES.

Mobility: Organizational and geographical mobility is essential in developing and managing SES leaders. As a basic requirement for entry into the Senior Executive Service (SES), applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive-level management capability and directly related to the Executive Core Qualifications (ECQs) and Technical Qualifications (TQs) identified in this announcement. The ideal candidate will have experience supervising employees through subordinate supervisors and experience hiring, developing, and evaluating employees. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the Federal service or its equivalent in the private sector or non-governmental organizations.

Following the close of the announcement, applicants' two-page resumes will be reviewed to determine whether they meet the minimum qualification requirements and demonstrate the required experience and qualifications identified in this announcement. ECQs and TQs must be addressed within the two-page resume. Separate ECQ or TQ narratives will not be accepted or reviewed.

Applicants who meet the minimum qualification requirements may be invited to participate in a structured interview conducted by a panel of SES members. A structured interview is a standardized assessment in which all interviewed applicants will be evaluated using established questions and criteria. The panel will assess the applicant's demonstrated qualifications and competencies against the ECQs identified in this announcement. The assessment results, along with other information obtained through the selection process, may be used to determine which applicants will be referred to the selecting official for further consideration.

Upon selection, if not already a member of the SES serving under a career appointment, the individual selected must have his/her executive qualifications certified by the U.S. Office of Personnel Management's SES Qualifications Review Board (QRB) before appointment to this position. The selected individual's application will be forwarded to OPM for review and certification by the QRB, unless the selectee provides evidence of their noncompetitive status (i.e., a current SES, OPM QRB-certified SESCDP graduate, or SES reinstatement eligible). Upon QRB certification, the selectee will be required to serve a one-year probationary period.
