Duties

Help

The primary purpose of this position is to program, manage, schedule and direct the operations, maintenance and repair, rehabilitation and improvements to ARNG facilities in a geographically separated area. Additionally, this position administers the state NGB energy management program. Supervises the work of the function.

Work involves performing administrative work, operating and maintaining buildings, grounds, and other facilities such as posts, bases, shipyards, depots, medical or health care facilities. Work typically involves coordinating and directing work performed by a variety of trades and labor employees and requires broad knowledge of such work. Such work requires administrative and managerial skills and abilities and a broad technical knowledge of the operating capabilities and maintenance requirements.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.

  • Federal employment suitability as determined by a background investigation.

Qualifications

Compatible military grade and assignment required prior to the effective date of placement. This is a Title 32 excepted service position that requires membership in a compatible military assignment in the employing state's National Guard.

Military Grades: Enlisted E6-E9, Warrant Officer WO1-CW4, Officer O1-O3

Selectee(s) must be within the military grade(s) listed in this job announcement prior to the effective date of placement into the technician position.

Compatible Military Assignments: ?????????

GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: Must have 12 months equivalent to at least next lower grade level (GS-11) experience, education or training which demonstrates the knowledge of, and skill in applying, a comprehensive range of principles, concepts, and practices concerning equipment, facility, or service operations with complicated technical requirements that have no clear precedent or plan. Experience overseeing and implementing a program involving the identification and resolution of difficult issues or problems. Experience preparing budgets based on plans for maintenance, repair work, new construction alteration projects, replacement of existing equipment, or increase in services and processes to ensure program effectiveness.

Well qualified applicants will have experience in construction, construction management, professional licensure as Engineer / Architect, Project Managment Professional certification, or experience with State or Federal contracting procedures.

It is not necessary for applicants to possess the MOS/AFSC listed as compatible to the position in order to apply, however applicant must meet the qualifications for the position. It is applicant's responsibility to acquire a compatible MOS/AFSC within 1 year of appointment. Coordinate with your unit's training representative to determine whether or not you can qualify for a specific MOS/AFSC and/or receive training within the 1 year timeframe before accepting the position.

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This is an Indefinite/Temporary appointment, with a time limit not to exceed 1 year and 364 days. Current technicians selected will retain the appointment status they are currently in, (i.e., Permanent or Indefinite) and will be placed on a temporary promotion or other appropriate personnel action if selected for this position. Conversion to permanent status may be accomplished if current incumbent denies USERRA or is allocated to another position within the agency.


Area of Consideration: Area 1

Area 1 - Permanent or indefinite Military Technicians (Army and Air) currently employed with the NHNG. This includes NHNG AGR's who are covered under the Uniformed Service Employment and Reemployment Rights Act (USERRA) and have rights back to a Military Technician position.

This position is located in ARNG Construction and Facilities Management Office (CFMO), Facilities Management Branch.
