Summary

The Assistant Secretary of War for Acquisition (ASW(A)) is responsible for advising the Secretary of War, Deputy Secretary of War, and the Under Secretary of War for Acquisition and Sustainment on matters relating to acquisition and the integration and protection of technology that enable capability for the warfighter. The ASW(A) is responsible for Department policies and procedures governing the Department's procurement and acquisition process.

This position is being filled using Direct Hire Authority (DHA) authorized under the Department of War Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) for position in the Business and Technical Management Professional Career Path (NH).

Incumbents typical work assignments may include the following:

  • Conducts program and cross-program evaluation of PNT acquisition programs. Conducts analytical studies on major programs, systems, and acquisitions that come under review and oversight of the Defense Acquisition Board (DAB) or as requested by the Under Secretary of War (Acquisition & Sustainment). Provides support to the DoW Chief Information Officer. Manages and coordinates scheduling reviews, ensuring system maturity prior to scheduling each review, contracting, and ensuring stakeholders have appropriate advance documentation and ensuring leadership is prepared to review and discuss the subject systems.
  • Provides authoritative engineering leadership across operational, technical, and programmatic portfolios to synchronize highly complex joint and coalition warfighting capabilities.
  • Applies mastery of professional engineering principles, theories, and concepts to lead the design, development, and engineering integration of PNT systems. Enforces engineering discipline across programs to ensure that technical baselines, functional configurations, and architectures are robust, resilient, and fully aligned with Department modernization priorities and digital engineering strategies.
  • Directs PNT Capability Portfolio Management and resource integration activities from a highly technical standpoint, ensuring the mapping of operational requirements to robust physical and logical architectures within current and emerging PNT acquisition programs. Represents the organization in high-level Department of War and inter-agency technical forums, delivering executive briefings that directly influence Planning, Programming, Budgeting, and Execution (PPBE) cycles and Department-wide engineering/acquisition decisions.
  • Develops acquisition guidance and coordinates with Government and non-Governmental bodies. Determines the appropriate scope of OSW involvement in a particular area, reviews DoW and other Federal agency programs which define, bound, interface, or parallel the program area, and frames the OSW and DoW acquisition approach. Interprets and reviews established policies to assist DoW Components and determines when revisions are appropriate. Proposes and coordinates efforts to integrate OSW and DoW component systems and processes. Develops and staffs proposed regulations and procedural changes and guides DoW implementation actions. Represents the DoW on boards, committees, and other groups concerned with PNT systems acquisitions and integration/interoperability.

Qualifications

The General Engineering Series, 0801, has Individual Occupational Requirements that must be met in addition to the specialized experience.

Basic Requirement:


A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics;(d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico.

3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program.

4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements:

You may qualify at the NH-IV (GS-14/15) level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the NH-III (GS-13) grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: (1) Manage and Oversee Positioning, Navigating, and Timing (PNT) Systems within the Command, Control, Communications, Computers, and Missile Defense Directorate's portfolio, coordinating with OSW organizations to execute acquisition oversight and capability portfolio management; (2) Apply extensive experience in system acquisition and/or program management of PNT Systems and systems of systems; (3) Analyze and evaluate of cost, schedule and technical risk analysis for acquisition programs to achieve the necessary balance between requirements, funding, acquisition strategy, and execution required to successfully enable delivery of capability to the warfighters; (4) Direct activities utilizing DoW Planning, Programming, Budgeting and Execution (PPBE) process; AND (5) Execute effective technology transition mechanisms and ability to apply effective technology transition practices for PNT Systems and enterprise modernization.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, as part of their application package, a "certification" of active service in lieu of a DD-214, indicating the service member is otherwise eligible and will be discharged or released within 120 days from the date of submission..
