As a ACCOUNTANT (STAFF) at the GS-0510-14 some of your typical work assignments may include:

  • Establishes and maintains accounting financial management, and financial reporting programs and processes that are vital to and in support of the Joint Staff (JS ) mission.
  • Establishes, reports on, and monitors internal controls that cover financial reports and systems to improve operations and system effectiveness.
  • Conducts expert analysis of budgetary reports and financial statements and interprets financial reports using an in-depth understanding of, and familiarity with, generally accepted accounting principles (GAAP).
  • Conducts periodic audits of the accounting system to ensure it is operating properly and meets the United States Standard General Leger (USSGL) criteria, Standard Financial Information Structure (SFIS), and Financial Systems Integration Office (FSIO) core system requirements.
  • Conducts internal audits of the JS accounting and financial management reports using audit techniques designed to identify improper general ledger posting logics, tie-point analytics, abnormal balances, and internal control weaknesses.

  • In accordance with Department of Defense (DoD) Instruction 1300.26, Operation of the DoD Financial Management Certification Program,” this position requires a Level III Certification under the DoD Financial Management (FM) Certification Program.
  • Once certified, the incumbent must meet the continuing education training (CET) requirement as outlined in DoDI 1300.26.
  • The requirement to obtain a FM Certification and subsequent CETs, applies as long as the incumbent remains in this position and the majority of their work in financial related duties.
  • This certification requirement is a condition of employment, and failure to obtain/maintain certification within the required two-year timeframe, without an approved waiver or extension, may result in adverse potential action.

Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-13 grade level in the Federal service:

  • Applying principles, concepts and practices of professional accounting standards and criteria established by the Treasury Financial Manual (TFM), Chief Financial Officers' (CFO) Act, generally accepted accounting principles (GAAP), Generally Accepted Government Auditing System (GAGAS), Office of Management and Budget (OMB) Circulars, Federal Accounting Standards Advisory Board (FASAB), Government Accountability Office (GAO), Federal Financial Improvement Act (FFMIA), and other laws and regulations;
  • Recognizing accounting and financial management systems and concepts to ensure compliance with TFM and Standard Financial Information Structure (SFIS) compliance;
  • Identifying fiscal law to asses the effectiveness of internal controls in systems and reports, and conduct process improvement reviews and audits;
  • Recognizing accounting systems to properly conduct periodic audits. (Experience must be documented on the resume)

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 0510 series.
  1. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

    OR

  2. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
    1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
    2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
    3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

FINANCIAL MANAGEMENT: Selectee or incumbent must be able to obtain the appropriate certification level for their position. This is a Financial Management Level 3 Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification program within the allotted timeframe. Only experience and education obtained by the closing date of this announcement will be considered.

Mission Statement: The Joint Staff assists the Chairman of the Joint Chiefs of Staff in accomplishing his responsibilities for: the unified strategic direction of the combatant forces; their operation under unified command; and for their integration into an efficient team of land, naval, and air forces. The Joint Staff is composed of approximately equal numbers of officers from the Army, Navy and Marine Corps, and Air Force. In practice, the Marines make up about 20 percent of the number allocated to the Navy.
