Duties

Serves as a Unit Manager in the Custom Solutions Section (AMK-213) and is the first level manager of a technical staff of computer specialists responsible for providing planning, developmental research, analysis, programming and operational support of major national FAA computer and infrastructure systems, systems for DOT and other Federal agencies.

Managerial duties include: Planning; communicating the organization's vision and objectives; setting priorities; assigning
tasks and responsibilities; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave; and taking, recommending, or approving corrective/disciplinary actions as appropriate. Uses assigned budget, staff and other resources to accomplish project/program objectives. Manages budget and requests additional resources, as needed. Contributes to budget planning processes, and projects short-term future needs.

Applies a comprehensive knowledge of the technical aspects of the work directed, a detailed knowledge of budget, human resources, and other administrative policies and procedures, and a detailed understanding of the objectives of the organizational unit.

Work is typically governed by established guidelines, policies, and procedures. Resolves routine problems independently but consults with higher level management when existing guidelines are not available or applicable to complex problems. May be called upon to assist in developing new policies and procedures.

Individual and organizational performance is typically reviewed periodically by higher-level management, often through status reports and organizational performance measures, to ensure timeliness, policy compliance, and alignment with project/program objectives.

Qualifications

To qualify for this position at the FV-J (FG/GS-14) level, you must demonstrate in your application that you possess at least one (1) year of specialized experience equivalent to the FV-I (FG/GS-13) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience includes: Experience which demonstrates accomplishment of computer project assignments that require a wide range of knowledge of computer requirements and techniques pertinent to the position to be filled. This knowledge is generally demonstrated by assignments where the applicant analyzed a number of alternative approaches in the process of advising management concerning major aspects of ADP system design such as what systems inter-relationships must be considered or what operating mode, system software, and/or equipment configuration is most appropriate for a given project. Also includes experience in the application of project management methodologies in support of a large/complex IT environment; experience operating under ISO 9001:2000 and/or ISO 2000 certifications in an IT environment; and ability to work on budgets and deadlines.

Individuals must have IT-related experience demonstrating each of the four competencies listed below. The experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Quality Ranking Factor (QRF): Well-Qualified applicants will possess documented experience that demonstrates an understanding of service level agreements (SLAs) and the customer to service provider relationship, including experience determining full cost recovery, and experience managing large or multiple software development projects through the software development life cycle (SDLC).
