Duties

Help

The Information Technology Specialist (Project Manager) performs wide range of tasks, spanning from strategic plannings to, hands-on project execute projects related to data and analytics within the Enterprise Data Office. The role serves several critical purposes such as alignment of data and analytics projects with the overall strategic goals and objectives of Enterprise Data Office, ensuring initiatives contribute to the achievement of business outcomes and add value to the stakeholders. The incumbent serves the office by building and leading project team(s), ensuring that team members understand their roles and responsibilities, fostering effective communication and collaboration within the team, upholding rigorous standards for deliverables, and adhering to the pre-defined constraints.

Duties include:

  1. Defining scope, objectives, and deliverables for the assigned project(s). Develop detailed projects plans outlining tasks, timelines, and resources requirements. Working closely with stakeholders to define projects goals and success criteria.
  2. Collaborating with relevant stakeholders to gather project requirements and expectations. Maintaining open communication channels to ensure alignment with organizational objectives.
  3. Allocating resources effectively, including human resources, budget, and technology, to ensure successful project execution. Optimizing resource utilization for maximum efficiency.
  4. Leading and managing a diverse team of developers, architects, analysts, database administrators, and other IT professionals. Ensuring all key technical and functional requirements are gathered, prioritized, and executed. Fostering a collaborative and results-orientated team culture.
  5. Monitoring project progress against established timelines and milestones. Providing regular status updates to leadership, both written and verbal, highlighting insights into projects status, achievements, risks and mitigation plans, and areas for improvements.
  6. Facilitating communication between project stakeholders, team members, and other relevant parties. Developing communication plans and keep stakeholders informed about project progress, issues, and changes.
  7. Ensuring that project deliverables meet the required quality standards. Implementing processes for testing, validation and quality control.
  8. Identifying potential project risks and develop strategies for risk mitigation. Establishing contingency plans to address challenges and minimize project disruptions.
  9. Develop new and/or adopt existing user acceptance testing framework and implement end-to-end processes including test scripts, instructions, issue management, regression testing and final acceptance.
  10. Staying updated on industry trends, emerging technologies, best practices in data and analytics. Applying this knowledge to drive innovation and improvement in projects.
  11. Managing Change Control Board (CCB) and ensuring that appropriate steps are taken prior to and after any change is implemented. The incumbent is responsible for monitoring and overseeing the entire process to ensure no unforeseen issues arise during the change process. Tracking changes, communication with stakeholders, and accepting or rejecting change requests and RFI's.
  12. Serve as the project manager to support two-to-three data programs or data marts that are maintained and/or being developed by Enterprise Data Office. Managing the O&M activities including addressing data issues, enhancements requests, documentation, etc. of the data marts that are already productionalized.

  7. If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in ALL of the following:

  1. Developing, implementing, maintaining, and security support of data applications owned and/or produced by the office.
  2. Providing project management and technical support across application lifecycle ensuring organizational needs and security requirements.
