Help

Duties include but are not limited to:

  • Coordinates the physical security program across the Health Care System's catchment area (VA-owned and leased properties) by coordinating efforts or functions that impact multiple Medical Centers and sites of care.
  • Provides physical security support for Veterans Health Administration, Veterans Benefits Administration, and National Cemetery Administration (VHA/VBA/NCA).
  • Assist in evaluating risk and developing procedures and physical security measures designed to safeguard personnel, property, and operations from unauthorized access, espionage, terrorism, sabotage, damage, and theft.
  • Provides recommendations to the Facility Security Committees and Chief of Police regarding matters pertaining to security systems and security of VA/VHA/NCA assets.
  • Provides technical advisement during assigned phases of the design and construction of planned VA/VHA/NCA projects concerning security engineering and electronic security systems.
  • Utilizes resources and knowledge of security program interrelationships
  • Prepares, updates, and organizes physical security-related documents, including reports, spreadsheets, graphs, and presentations, to support security program objectives and compliance requirements.
  • Conducts inspections of federal VA facilities and worksites for compliance with VA physical security requirements.
  • Analyzes problems, determines deficiencies, finalizes inspection results to include draft, review, editing, and evaluation, and takes corrective action.


Work Schedule: Compressed/Flexible Schedule. Candidates must be willing to work weekends, irregular work hours and extended hours if determined by the needs of the service. Furthermore, candidates must be willing to be placed, detailed, or temporarily assigned to other related services and/or locations, if necessary. Rotating shifts including holidays and weekends

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/16/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of Physical Security Programs. Knowledge of the criteria, equipment, and techniques of security administration and programs. Knowledge of VA security administration and protection regulations, policies, procedures, and practices to serve as a participant in meetings and ad hoc committees developing local VA implementing plans and instructions. knowledge of building construction blueprints and contracts to provide physical security input on all planned projects concerning security engineering and electronic security systems. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or
    LL.M., if related. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level.

Physical Requirements: Much of the work involves on-site work requiring prolonged walking over flat and even surfaces, working in confined spaces, crouching, bending, crawling, standing, and climbing. The work requires outside exposure to all temperatures. Also requires moderate to arduous physical exertion and possible exposure to personal danger.

ADDITIONAL CONDITIONS OF EMPLOYMENT:
  1. New VA Law Enforcement Specialists are required to attend an 8-12 week course at the VA Law Enforcement Training Center in Little Rock, Arkansas. Satisfactory completion of this course is a condition of continued employment.
  2. Designated Drug-Testing Position: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to an appointment. Applicants who refuse to be tested will be denied employment with VA. Applicants will not be appointed to the position if a verified positive drug test is received.
  3. A medical examination is required. Prior to appointment, the person selected for this position must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties, which may include protecting citizens, taking suspects into custody using reasonable physical force in the face of physical resistance, and responding to situations requiring physical agility and quick and legally sufficient decision making. Also successfully pass a pre-employment medical examination (which includes, but is not limited to, vision, hearing, cardiovascular, physical, psychological exam, and mobility of extremities) given by an authorized government physician. This position may be subject to periodic incumbent examinations in the future.
  4. Applicants and employees must have the capacity to perform the essential functions of the position without risk to themselves or others. Applicants and employees must possess emotional and mental stability. A psychological examination is required. In most instances, a specific medical condition or impairment will not automatically disqualify an applicant or employee. A medical condition or impairment is disqualifying only if the condition, for good medical reason, precludes assignment to or warrants restriction from the duties of the specific position. As a condition of employment, must qualify to be issued a firearm and semi-annually with assigned firearm, annually with an expandable Straight Baton (MEB), maintain a valid State or Commonwealth Driver's License and pass annual physical and psychosocial assessments. Applicants will be assessed through a structured, multi-phase evaluation process designed to determine their qualifications and suitability and includes the following phases:

Phase 1: Timed Virtual Written Examination
Eligible applicants will be invited to complete a timed, virtual, written examination. This assessment is designed to evaluate critical thinking, reading comprehension, and job-relevant knowledge. The exam must be completed as assigned and proctored by an agency representative. Instructions and login details will be provided via email.
Phase 2: Oral Panel Interview
Eligible applicants will be interviewed by 2-4 senior VA Police leaders with a determination of eligible/not eligible for further consideration.
Phase 3: Work Scenario-Based Interview
Applicants who pass the written examination will be scheduled for a work scenario-based interview. This structured interview will assess decision-making, judgment, communication, and problem-solving skills in situations commonly encountered by law enforcement personnel. This evaluation may include a sample written investigative report as provided by scenario materials provided to the applicant.
Post-Selection Requirement: Physical Fitness Test
Applicants who receive a tentative job offer will be required to successfully complete a timed Physical Fitness Test (PFT) prior to final appointment. The PFT consists of the following components that are standardized based on applicant specific factors:

  • 1.5-mile run
  • Push-ups
  • Sit-ups
The physical fitness standards are based on job-related requirements and must be met to ensure readiness for the physical demands of the position.
