The primary purpose of this position, Administration and Program Specialist NH-0301-02, is Serve as primary POC and SME to STARBASE/STEM/ORTA staff for admin support, including transportation coordination, facility management, the Government Purchase Card (GPC) program, instructional supplies, and equipment custodian for the entire catalog.

Help

  • Program support assistant to the STARBASE Director and staff with full authority to oversee, develop, implement, and enhance a wide range of administrative and support functions.
  • Plan, organize, direct, and execute the transportation and sponsorship program for the DoW STARBASE program.
  • Serves as facility manager and liaison between STARBASE program and contractor providing building janitorial and maintenance/sustainment.
  • Manages GPC (Government Purchase Card) program for STARBASE program; for which funding comes from WHS (Washington
    Headquarters Services).

  • A pre-employment physical examination will be required.
  • Physical Demands: The work is normally sedentary, but includes some walking, bending, and lifting up to 40 lbs. The work may also include performance of duties outside, exposing the employe to elements of the weather.
  • Work Environment: The work is performed in an office setting. The work area is adequately lighted, heated, and ventilated. Some outside work may be required.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions Administrative and Management Positions.

Basic Experience: Applicant must have, or within 120 days of the closing date of this announcement will have, 3 years general experience, 1 year of which is equivalent to Federal experience at the next lower grade (GS-04), level, pay band (NH-01), or equivalent (pay schedule, pay band, etc.). General experience is described as: Assisting with performing studies, analyzing data, preparing plans, reports, agreements, tracking action items, monitoring support effectiveness with respect to program management, determining appropriate recommendations for unresolved or questionable problems, and providing briefings to management when necessary. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION:
Applicant must have successfully completed a full 4-year course of study leading to a bachelor's degree. NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION:
Applicant must have equivalent combinations of successfully completed post high school education and experience directly related to the work of the position as outlined above that meets the requirements of the position. NOTE: You must submit a copy of your transcripts.

This is an AcqDemo position NH-02 and is equivalent to a GS-05 to GS-11.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Ability to organize and direct activities and programs, often to tight deadlines. Skill in managing the efforts of a multi-disciplined, cross-functional professional team, negotiating effectively with others to create solutions, coordinate with affected personnel and implement recommendations.
  • Ability to research, analyze, interpret and apply rules, regulations and procedures.
  • Knowledge of operations products services needs and goals of the programs and organization served as well as knowledge of organizational structure mission programs and organizational relationships both written and unwritten pertinent regulations procedures and policies in various organizations.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
