Duties

Help
  • Iidentifies the resources necessary to support varied levels of program operations.
  • Makes recommendations to Action Officers on which areas should be eliminated/decreased if funds are reduced.
  • Analyzes budget estimates and supporting data and provides recommendations to assure compliance with regulatory and legal limitations and restrictions within the major resource programs.
  • Develops budget estimates for mission support, maintenance, personnel travel, and civilian pay by researching, compiling, and summarizing data required during the formulation of the annual budget.
  • Determines availability of funds and distributes funds to ensure maximum utilization throughout the fiscal year. Analyzes financial documents for compliance to the financial regulations and approves documents as a funds certifier.
  • Analyzes new or proposed financial/contractual legislation, regulations, and guidance to determine impact on resources within multiple programs.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must obtain and maintain Top Secret security clearance based on single-scope background investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • ALL INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
  • TDY will be required up to 10% of the time.
  • You must obtain and maintain a Financial Management Level 3 Certification.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes analyze budget execution to maximize funding utilization; monitoring financial regulations to advise leadership on program impacts; and compile financial data to help identify potential shortfalls in the budget. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.

  • This position requires a 2 year trial period during which the agency evaluates your fitness and whether your continued employment advances the public interest.
