Duties

Help
  • You will serve as the Maintenance and Material Management Coordinator for all maintenance actions performed at NCTS Guam.
  • You will manage the command’s Maintenance and Material Management Program.
  • You will develop, administer, and oversee a comprehensive quality assurance 3M program, which is responsible for the maintenance support of all equipment.
  • You will manage the command’s spot-check, self-evaluation program and schedule and observe all maintenance evaluations.
  • You will develop quality assurance report formats and surveillance techniques to determine the efficiency and effectiveness of the 3M program.
  • You will manage the Preventative Maintenance system master file that contains information relative to requirements for specific equipment including the associated Equipment Guide Lists.
  • You will collect, maintain, and analyze quality control inspection results of work centers Job control Number logs, monthly Recoded Accomplishment Rate reports and other internal and externally generated performance information.

  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • Must possess and maintain a valid driver's license. The incumbent will have to pass a pre-employment physical to meet Physical Efforts requirements. This position may require an annual physical or medical surveillance examination.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Personal Protective Equipment (PPE) such as hardhats, safety glasses and harnesses, electrical/chemical gloves, steel toe footwear and other forms of protective equipment may be required.
  • MSP/PPP applicants must currently hold the required security clearance.
  • The incumbent will have to pass a pre-employment physical to meet Physical Efforts requirements. This position may require an annual physical or medical surveillance examination.
  • Position is a Testing Designated Position (TDP) under the Drug Free Workplace Program and incumbent is subject to random drug tests.
  • This position requires regular and recurring visits to various communications facilities, noisy or crowded spaces, energized antenna fields and antenna structures.
  • Requires extended periods of walking, standing and bending while observing maintenance processes and is required to climb in and around antennas.

Qualifications

Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. Qualifying experience would be demonstrated by 1. Quality Assurance Oversight: Experience developing and administering a comprehensive quality assurance program, including managing spot-checks, analyzing performance data, and implementing corrective actions.
2. Database and Systems Management: Proven experience managing configuration databases like CDMD-OA and participating in configuration management boards.
3. Electronics Maintenance: Direct experience with the maintenance procedures and operations of high-power electronic communications systems (such as HF, SHF, EHF, and UHF).

This position is within the Work Category Technician & Admin Supp at Work Level III, Series and Grade GG-11.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related

Additional Information:
This position has been designated as a Cyber Workforce position in the DoD Cyber Workforce Framework (DCWF) in specialty area 421 Database Administrator and, as a condition of employment, the incumbent of the position is required to maintain qualifications in accordance with DON Cyber Workforce Program requirements of SECNA V M-5239.2.

The incumbent must participate in a continuous learning (CL) program as described in SECNAVINST 5239.20A and SECNAV M5239.2. An annual 20 hour minimum of Cyber Workforce related continuous learning must be documented in a current individual development plan signed by both the employee and the supervisor.

The incumbent must obtain the required credentials within 12 months of appointment and maintain those credentials as described in SECNAV M-5239.2 for DCWF specialty area 421 Database Management. For more information, please review SECNAV M-5239.2 Chapter 3, paragraph b (1) (g) I.

This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f.
