Duties

Help
  • Prepare and present written guidance, decisions, briefings, and reports.
  • Serve as a key point of contact, providing technical advice on all matters relating to contract management.
  • Administer and procure a variety of specialized equipment and complex services.
  • Perform complex contract administration duties, ensuring all procurement activities adhere to agency policies.
  • Develop procurement plans and evaluation systems.
  • Evaluate contractor proposals, cost and pricing data, and business systems to make recommendations.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance for access for the duration of employment.
  • This position requires the employee to occasionally travel away from the normal duty station up to 10% of the time.
  • This position is an Army Acquisition, Logistics and Technology Workforce position requires Practitioner Level 1 - must meet position requirements for Contracting certification within 60 months as of entrance on duty.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

Specialized Experience: One year of specialized experience which includes: 1) Planning and conducting pre-award and/or post-award procurement actions; 2) Advising on and preparing documents for contract modifications; and 3) Execution of government purchase card request. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11 or NH-02.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, no substitution of experience is allowed.

  • The U.S. Army Test and Evaluation Command (ATEC) is participating in an alternate personnel system known as the Acquisition Demonstration Project (AcqDemo). Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. The band NH-03 is equal to the former GS-12 Step 01 through GS-13 step 10. ATEC uses salary control points to allow for differentiation in the level of positions within the same broadband. Therefore, the salary for this position will be set no higher than $116,932.
