SUMMARY OF DUTIES: The purpose of this position is to manage and direct Air Traffic Control (ATC) tower and radar approach control (RAPCON) functions. The scope of which includes all manpower, organizations, management, and training activities; provides oversight for the appropriation and use of resources, financial issues, and equipment for ATC operations. Performs air traffic control duties in the control tower and radar facility and must be facility-rated in all air traffic control facilities assigned to the location.
Plans and directs, on a multi-year basis, tasks to be performed by ATC personnel. Determines priorities, assigns tasks, and delegates responsibilities to the shift supervisors. Provides direction and makes decisions regarding problems. Interprets higher headquarters and Federal Aviation Administration (FAA) policy statements and provides specific guidance for ATC personnel.
Determines effect and makes recommendations on such issues as policy statements or proposed rules changes presented by higher headquarters or FAA. Services as expert counsel on trends, planning and developments in the National Airspace System (NAS) to ensure operational preparedness.
Develops and negotiates written agreements and other matters pertaining to facility operation with management members of FAA facilities, the local airport, and military units. Formulates noise abatement procedures and serves as community focal point concerning noise abatement proposals and procedures.
Ensures ATC services and ATC equipment are provided at optimum operational levels. Constructs and implements facility shift schedules. Establishes facility operational and administrative procedures and develops evaluation criteria. Maintains technical and administrative skills relevant to ATC to ensure effective and efficient operation of facilities in accordance with FAA, US Air Force (USAF), Air National Guard (ANG), and Department of Defense (DoD) regulations and directives.
Evaluates unusual requirements, formulates solutions, and directs development of instruments approach or departure procedures to accommodate local needs. Ensures Terminal Instrument Procedures (TERPS) are reviewed, directs obstacle evaluations regarding proposed construction, and makes recommendations to the FAA. Evaluates airspace requirements, formulates modification, and negotiates proposals with the FAA.
Ensures optimum staffing levels by anticipating increases in operational demands. Determines staffing requirements, temporary or otherwise, and directs acquisition measures. Appraises and selects candidates for employment. Renders advice, counsel, and instruction to employees. Evaluates job performances, writes appraisals, and directs remedial measures to correct discrepancies.

Qualifications

SPECIALIZED EXPERIENCE: Experience in a military or civilian air traffic facility that demonstrated possession of the knowledge, skills, and abilities required to perform the level of work of the specialization for which application is made. This experience must have provided a comprehensive knowledge of appropriate air traffic control laws, rules, and regulations. Experience in issuing control instructions and advice to pilots in the vicinity of airports to assure proper separation of aircraft and to expedite their safe and efficient movement. This specialization also requires:
Ability to act decisively under stressful situations and to maintain alertness over sustained periods of pressure;
Skill to coordinate plans and actions with pilots and other controllers; and
Judgment to select and take the safest and most effective course of action from among several available choices.
Creditable experience must have equipped applicants with the knowledge, skills, and abilities to perform the full range of duties of the position for which application is being made. Such experience is typically demonstrated by accomplishment of assignments of the difficulty and responsibility described in the position classification standard used to evaluate positions at the next lower grade level in the normal line of promotion to the position being filled
Visual Acuity
Terminal and Center Positions -- Applicants must demonstrate distant and near vision of 20/20 or better (Snellen or equivalent) in each eye separately. If glasses or contact lenses are required, refractive error that exceeds plus or minus 5.50 diopters of spherical equivalent or plus or minus 3.00 diopters of cylinder is disqualifying. The use of orthokeratology or radial keratotomy methods is not acceptable for purposes of meeting this requirement. The use of contact lenses for the correction of near vision only or the use of bifocal contact lenses for the correction of near vision is unacceptable.
Flight Service Station Positions-- Applicants must demonstrate distant and near vision of 20/20 or better (Snellen or equivalent) in at least one eye. If glasses or contact lenses are required, a refractive error in at least one eye that exceeds plus or minus 8.00 diopters of spherical equivalent will necessitate an ophthalmological consultation to establish absence of ocular pathology that could interfere with visual function. The use of contact lenses for the correction of near vision only or the use of bifocal contact lenses for the correction of near vision is unacceptable.

Color Vision For all specializations, applicants must demonstrate normal color vision.
Visual Fields
Terminal and Center Positions -- Applicants must demonstrate a normal central visual field, i.e, the field within 30 degrees of the fixation point, in each eye. They must also demonstrate a normal peripheral visual field, i.e., the field of vision beyond the central field that extends 140 degrees in the horizontal meridian and 100 degrees in the vertical meridian, in each eye. Flight Service Station Positions -- Applicants must demonstrate a normal central field of vision, i.e., the field within 30 degrees of the fixation point, in at least one eye.
Intraocular Pressure -- For all specializations, if tonometry reveals either intraocular pressure greater than 20 mm of mercury, or a difference of 5 or more mm of mercury intraocular pressure between the two eyes, ophthalmological consultation is required to rule out the presence of glaucoma. If a diagnosis of glaucoma is made, or if any medication is routinely required for control of intraocular tension, the applicant is disqualified.
Phorias
Terminal and Center Positions -- If an applicant demonstrates greater than 1-1/2 prism diopters of hyperphoria or greater than 10 prism diopters of esophoria or exophoria, evaluation by a qualified eye specialist is required. If this evaluation determines that bifoveal fixation and vergence-phoria relationships sufficient to prevent disruption of fusion under normal working conditions are not present, the applicant is disqualified.
Flight Service Station Positions -- Applicants must demonstrate the absence of diplopia in the cardinal fields of gaze.
Eye Pathology -- For all specializations, if examination of either eye or adnexa reveals any form of glaucoma or cataract formation, uveitis, or any other acute or chronic pathological condition that would be likely to interfere with proper function or likely to progress to that degree, the applicant is disqualified.
Chronic Eye Disease -- For all specializations, an applicant with any chronic disease of either eye that may interfere with visual function is disqualified.
Ocular Motility -- For terminal and center specialist positions, applicants must demonstrate full extraocular motility.
History of Eye Surgery -- For all specializations, a history of ocular surgery requires ophthalmological consultation. If consultation indicates that the condition that necessitated surgery could interfere with the visual function necessary for performance as an air traffic control specialist, the applicant is disqualified. A history of radial keratotomy is disqualifying.
Ear, Nose, Throat, Mouth:
Examination must show no outer, middle, or inner ear disease, either acute or chronic, unilateral or bilateral.
Examination must show no active disease of either mastoid.
Examination must show no unhealed perforation of either eardrum.
Examination must show no deformity of either outer ear that might interfere with the use of headphones of the applied or semi-inserted type.
Examination must show no disease or deformity of the hard palate, soft palate, or tongue that interferes with enunciation. The applicant must demonstrate clearly understandable speech, and an absence of stuttering or stammering.
Applicants must demonstrate, by audiometry, no hearing loss in either ear of more than 25 decibels in the 500, 1000, or 2000 Hz ranges and must demonstrate no hearing loss in these ranges of more than 20 decibels in the better ear, using ISO (1964) or ANSI (1969) standards. Hearing loss in either ear of more than 40 decibels in the 4000 Hz range may necessitate an otological consultation. Incipient disease processes that may lead to early hearing loss will be cause for disqualification.
Neurological:
No medical history or clinical diagnosis of a convulsive disorder.
No medical history or clinical diagnosis of a disturbance of consciousness without satisfactory medical explanation of the cause.
No other disease of the nervous system that would constitute a hazard to safety in the air traffic control system.
An applicant under any form of treatment, including preventive treatment, of any disease of the nervous system, is disqualified.
Cardiovascular:
1. No medical history of any form of heart disease. Must demonstrate absence of heart disease to clinical examination, including resting and post-exercise electrocardiogram.

NOTES TO CANDIDATES:

i. Security requirements. A technician is subject to the personnel security requirements in accordance with State and NGB Publications. j. Training/Certification requirements. All applicants for a position with designated developmental training requirements must be informed in advance that failure to complete the required certifications/course(s) will be cause for removal from the position. An example of required developmental training is proponent course(s) at the National Guard Professional Education Center. The HRO will require the applicant to submit a written statement to the effect that they understand they must either satisfactorily complete the appropriate certification/course(s) or corrective action will be taken.
k. Medical/physical requirements IAW DoDI 6055.05-M, paragraph C1.3.3.1, all Federal Wage System (FWS) and identified General Schedule (GS) selectees, prior to appointment, will meet any medical standards or physical requirements designated for the position.
l. Cost of living allowances (COLA) vary from island to island. COLA is subject to change without notice.
m. Current T32 Technicians/T5 employees who have permanent tenure will occupy this position as a Temporary Promotion Year to Year not to exceed 5 years. Temporary promotion may be converted to a Permanent Promotion without further competition if the position becomes available. Selectee may return to his/her former graded position when the Temporary Promotion is no longer needed and may be effected at any time without adverse action procedures.
n. T5 Employees/T32 Technicians with permanent tenure will lose their permanent status if selected and will be converted to T5/T32 Indefinite. If selected Indefinite tenure appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. Indefinite tenure appointments will be eligible for health and life insurance coverage and will be covered under a retirement system.
o. New Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite tenure appointments do not serve a trial period. Indefinite tenure appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. Indefinite tenure appointments will be eligible for health and life insurance coverage and will be covered under a retirement system.

CONDITIONS OF EMPLOYMENT:
1. Comprehensive knowledge of and experience in standard administrative and correspondence
practices required to manage administrative functions such as; publications, technical orders,
operating instructions, filing plans, etc. is required. General knowledge of military; organization,
including familiarity with ANG/USAF Major Command hierarchy and internal structure, operational
methods, rank, customs, and protocol is needed.
2. Comprehensive knowledge of and experience in community relations dealing with sensitive issues,
working with the media under normal and emergency conditions, and supervising
airshow/concentrated military exercises or similar public/military aviation events. Necessitates routing
contact, coordination, and negotiation with managers and staff of Airport Management, military units,
and regional FAA ATC facilities. Necessitates occasional contact with area airport operators,
public/special interest groups, and members of the civilian flying community. Contact involves:
Formal/informal meetings, conferences, public forums, and telephone conversations.
3. Comprehensive experience as a full performance level air traffic controller certified in both tower
and radar facilities. Recent ATC facility management experience is mandatory. Extensive knowledge
of air traffic control rules and regulations is required. Specific experience required; base-level support
for military operations and formulating agreements concerning complex terminal airspace
configurations. Working knowledge needed concerning; noise abatement, budget process, ATCALS,
MACA, and safety programs.
4. Working knowledge in the development and maintenance of Terminal Instrument Approach
Procedures (TERPS) and Airspace designs is desired.
5. Comprehensive knowledge of sound management practice is needed. Comprehensive experience
in flying and commercial airport operations, supervising and managing a large staff in support of
aviation operations, strategic and long-range planning, providing vision and guidance is highly
desired. Requires substantial coordination and integration of work efforts to furnish required services
to the flying mission.
6. Comprehensive knowledge of and experience in the FAA Airport Noise Abatement Program,
managing large operational and capital budgets, and ground and air accident programs to include
bird hazard reduction and national FA incursion programs.
7. Must possess current and valid FAA ATC Specialist Certificate/Control Tower Operator Certificate
(CTO).
