Duties

Help

The primary purpose of this position: NGB/A3, Air, Space, and Information Operations Directorate develops and implements policy to Organize, Train, Equip and Deploy Air National Guard (ANG) Combat Ready Forces in Support of State, Combatant Command, and Services Requirements Worldwide.

1.Manages senior ANG aviation exercise Action Officers (AO) who collect, review and determine worldwide exercise requirements for ANG participation, attends exercise planning conferences, and organizes ANG aviation support to, and participation in, selected exercises.

2.Provides subject matter expertise and guidance on exercise processes and procedures to ensure selected exercises meet and support ANG aviation training, combat readiness, and Building Partnership Capacity BPC objectives.

3.Serves as the ANG established aviation exercise point of contact with States, Coalition Partners, Joint & Service staffs, NAFs, wings, foreign nationals & civic leaders on Combatant Command (COCOM), National Exercise Program (NEP), DoD Chairman's Exercise Program (CEP), Joint Exercise Program (JEP) and Service Exercises.

4.Functions as the Office Conducting Exercise (OCE) in the management planning, and facilitation of internal ANG exercises as well as staff members assigned to direct ANG exercise actions and chairs the ANG Aviation Exercise Participation Working Group.

5.Performs first level supervisory personnel management responsibilities.

Qualifications

Continued Condition of Employment: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Category II/Type 5/Code O.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience include: Mastery of advanced management and organizational principles and practices and a comprehensive knowledge of planning, and budgeting regulations, guidelines, and processes; and a thorough knowledge of Department of Defense and Air Force exercise planning and management processes to provide guidelines and advisory services in support to the ANG aviation exercise planning efforts. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment, review, and improvement of ANG, Air Force, and Combatant Command level exercise programs such as the Joint Exercise Program (JEP) and Joint Training and Information Management System (JTIMS). Analyze and perform weights of effort to determine cost, operational and training benefits, cost tradeoffs, and programmatic factors to produce a fully justified ANG aviation exercise plan that can be presented to senior leadership and subordinate organizations for use. Knowledge of DoD, Air Force, and Combatant Command exercise program goals and objectives, the sequence and timing of key operational events and milestones such as planning conferences, and methods of evaluating the effectiveness of actions as related to actual events. Designing and conducting comprehensive studies, and preparing solutions to especially broad, important, and severe operational and contingency exercise planning scenarios.


FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:Knowledge of the mission, roles, functions, organizational structures, and operation of DOD and Air Force exercise planning organizations to provide command level staff guidance and/or conduct studies to determine ANG exercise participation. Knowledge of the various ANG flying communities and their Major Design Series (MDS) weapons systems. The skill to work in a flying community and inter-agency environment with a strong knowledge of ANG organizations, processes, and procedures.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
