This position is in Workforce Management team at the Veterans Health Administration (VHA) Member Services (MS) within Organizational Management & Development (OMD), Workforce Management (WFM). The incumbent provides real time staffing analysis and establishes controls to assist forecasting and scheduling analyst staff in maintaining service levels. This position is available at any one of the following 5 locations, Smyrna, Georgia, Topeka, KS, Waco, Texas, Fort Riley KS, and Hot Springs, SD

Help

Major duties include the following:

  • Assist others in adjusting workloads, reorganizing or changing work processes, priorities, functions and workforce.
  • Oversee productivity programs comprised of business operations and functions related to real-time adherence.
  • Coordinate with other staff to obtain related statistical and reporting data.
  • Support higher graded personnel by gathering and analyzing data for broader studies of organizational structure and/or workforce utilization.
  • Identify and recommend improved methods of collecting and reporting data.
  • Provide analysis reports for purposes of planning and decision making.
  • Utilize various software packages to prepare special reports, forms and correspondence.
  • Prepare a variety of reoccurring and special action reports utilizing data from files and records maintained in databases.
  • Develop procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems and operating programs.
  • Apply analytical evaluation methods and techniques to issues concerning efficiency and effectiveness of activities or functions.
  • Generate deviation and adherence reports to assist management with appropriately allocating human resources.
  • Analyze daily staffing levels and trends.
  • Keep abreast of program changes that might affect the volume, quality, or type of data collected.
  • Examine directives and reports to detect and eliminate conflicts, overlap and duplication.
Work Schedule: Full-Time. Monday-Friday, 9:00 am - 5:30 pm Central Time
Telework: This position may be authorized for Ad-hoc telework.
Virtual: This position may be authorized for Virtual Work. Virtual Work eligibility is for current VA employees that are already subject to the return to the in-person work mandate in their current position.
Definition of Virtual Work: Employee works outside of original hiring duty station at a VA-owned or leased space.
Return to Office (RTO): RTO mandates are in effect and selectees will be required to report to in-person work unless they are approved for an exception or an exemption. Any approval for an RTO exception, exemption, or extension will happen after a tentative job offer, but before a final job offer.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/14/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7 (or equivalent). The grade may have been in any occupation, but must have been held in the Federal service. A SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include: (1) Analyzes program performance data, prepares and distributes reports and work measurement data within the agency; (2) Provides productivity data by day, week. and month to support forecasting and scheduling programs; (3) Applies analytical and evaluating techniques to the identification, consideration, and resolution of issues or problems; (4) Collects, analyzes and distributes data concerning daily staffing trends to determine effective application(s), policies, and procedures; (5) Recommends improvements or actions required, identifies more effective methods of collecting and reporting data, and explains problems encountered in narrative reports.

Do you possess a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related? Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
