About the Position: Execute all budgets within the assigned areas of responsibility. Work requires knowledge and skills in application of related laws, regulations, policies, procedures, methods and techniques of budgeting-related duties, including receipt and input of funding documents.

  • Perform in-depth budget analysis.
  • Develop and formulate a major segment of a budget request for the coming fiscal year.
  • Devise and recommend the adoption of procedures to implement budgetary processes, policies, and regulations.
  • Extract and present financial information in analytical and narrative form to higher management.
  • Perform budget administration functions in the execution of an annual appropriated fund budget for a major organization segment or program.
  • Receive and maintain cognizance of approved funds; responsible for day-to-day management and administration of the organization's budget.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent is required to possess or obtain FM Certification Level 2 within 24 months of appointment.
  • Temporary Duty (TDY) or business travel is required 5% of the time.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Qualifications

In order to qualify, you must meet the education or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience GS-11: One year of specialized experience which includes 1) assisting with the formulation and execution of a budget for an organization; 2) utilizing spreadsheets or office automation programs to compile financial data for reports; and 3) analyzing program plans in relation to budgetary requirements using various techniques, reports or queries. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

OR

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Accounting, Finance, or Financial Management.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
