Help

Major duties include but are not limited to:

  • Manage and coordinate relationships among IRB, IACUC, R&D, Biosafety, and other oversight bodies; serve as the subject-matter expert on applicable federal, VA, and local regulations to ensure full compliance across single- and multisite studies.
  • Deliver high-level day-to-day support to the VA Research Program and committee coordinators, independently executing complex compliance tasks tied to protocol approvals, submissions, decisions, data reporting, and records management.
  • Interpret evolving regulations; draft and update local research policies and SOPs; recommend and implement improvements to established practices to strengthen accreditation, registrations, and audit readiness.
  • Conduct full reviews of investigator studies as part of QA; apply evaluative methods to assess committee performance; remediate non-compliance through coaching and intercession; negotiate solutions when committee recommendations are disputed.
  • Track projects and perform risk assessments; document and mitigate regulatory risks that could impact the reputational standing of VA research regionally and nationally.
  • Receive and address internal/external inquiries or complaints related to research regulations; act decisively on potential non-compliance and ensure timely dissemination of regulatory updates to investigators and staff.
  • Provide direct oversight to research committee coordinators; collaborate with the Research Compliance Officer to resolve issues and sustain continuous compliance.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/07/2026.

You may qualify based on your experience and/or education as described below:

The Individual Occupational Requirement: For the 0671 Occupational Series you must have

  • Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR
  • Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:

  • Missions, organizations, programs, and requirements of health care delivery systems;
  • Regulations and standards of various regulatory and credentialing groups; and
  • Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.


AND

Specialized Experience:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

  • Provides a high level of analytical and procedural skill to perform a variety of complex tasks related to the regulatory compliance of research projects including necessary approvals, decisions, submissions that are tied to protocol execution, data reporting and management.
  • Responsible for management and coordination of the relationships among various regulatory committees and provides subject matter expertise regarding the underlying regulations in ensuring compliance in research.
  • Applies analytical and evaluative methods and techniques to research issues or studies concerning the efficiency and effectiveness of program operations, utilizing the information generated to evaluate current Committee/Board performance; implementing measures to improve processes.
  • Applies analytical and evaluative methods and techniques to research issues or studies concerning the efficiency and effectiveness of program operations, utilizing the information generated to evaluate current Committee/Board performance; implementing measures to improve processes.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, but occasionally involves walking, bending, climbing stairs. The work also involves coping with complex, persistent demands from a variety of sources that can be regarded as a high-pressure work situation.
