Summary

This position provides a full range of administrative, analytical, and evaluative duties with Medical-Legal Risk Management (MLRM) systems, operations, policies and applicable requirements under regulation and law. Advises and supports staff who include Executive Leadership, Veterans Integrated Network (VISN) and Health Service Area (HAS) staff, Strategic Division and component program offices, field based staff, and key offices within VA and VHA on matters related to the MLRM program.

Help

  • Prepares reports or briefings on results of studies and is responsible for collection, interpretation, and analysis of quantitative and qualitative data relevant to program(s) being evaluated.
  • Leads and/or collaborates deployment of necessary projects by developing and/or recommending the most effective and appropriate methodologies for systems improvement, process efficiency and effectiveness, information gathering, and identification and mitigation of risks.
  • Effectively determines and utilizes the most and appropriate analytical tools and high efficiency methodologies to be used in support of program initiatives, including but not limited to statistical analysis, Lean Six Sigma, Performance Enhancement/ Quality Improvement, and process flow mapping throughout VA. Projects often involve gathering complex and detailed information from sources within VHACO and VHA facilities.
  • Participates in discussions, meetings, conferences and conference calls with management officials and employees to share information; investigate facts; present conclusions, recommendations, and alternates; obtain concurrence; develop alternative courses or actions; and mutually resolve problems.
  • Conducts, leads, assists or works in support of Risk Management inquiries, audits, gap analysis and/or detailed process analysis, root cause analysis, and process improvement initiatives.
  • Advises process teams and owners on identification, analysis, description and implementation processes.
  • Makes timely and effective decisions that produce results through strategic planning, development of measures, and monitoring progress of interventions/actions to meet goals.
Work Schedule: 8:00am to 4:30pm
Telework: This position may be authorized for ad hoc telework. Telework eligibility will be discussed during the interview process. Ad hoc is defined as occasional, non-recurring telework.
Virtual: This position may be authorized for Virtual Work. Virtual Work eligibility is for current VA Employees that are already subject to the return to in-person work mandate in their current position. Applicants without an existing assigned VA Staff Office must be located within 50 miles of a VA-owned or leased space.
Return to Office (RTO): RTO mandates are in effect and selectees will be required to report to in-person work unless they are approved for an exception or an exemption. Any approval for an RTO exception, exemption, or extension will happen after a tentative job offer, but before a final job offer.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/05/2026.

CTAP eligibility: For CTAP eligibility, an applicant's selection priority applies when the vacancy: (1) is at a grade or pay level with a representative rate no higher than the representative rate of the grade or pay level of the CTAP eligible's permanent position of record; (2) has no greater promotion potential than the CTAP eligible's permanent position of record; (3) is in the same local commuting area as the CTAP eligible's permanent position of record; (4) is filled during the CTAP eligible's eligibility period; and, if applicable, (5) is filled under the same excepted appointing authority as the CTAP eligible's permanent position of record if the CTAP eligible is an excepted service employee and the agency CTAP provides selection priority in the excepted service.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

  • Collect, interpret, and analyze quantitative and qualitative data for assigned program evaluations, and prepare reports or briefings that clearly communicate study results, findings, and recommendations.
  • Lead or support the deployment of improvement projects by selecting and recommending appropriate methodologies to enhance systems, improve process efficiency and effectiveness, strengthen information-gathering practices, and identify and mitigate risks.
  • Assess program requirements and apply appropriate analytical tools and improvement methodologies-including statistical analysis, Lean Six Sigma, Performance Enhancement/Quality Improvement, and process-flow mapping-to evaluate processes, identify opportunities for improvement, and support program initiatives across VA.
  • Gather and synthesize complex information from facilities; participate in meetings and briefings to investigate issues, present findings and recommendations, obtain stakeholder concurrence, develop alternative courses of action, and resolve problems.
  • Conduct or support risk-management inquiries, audits, gap analyses, detailed process analyses, root-cause analyses, and process-improvement initiatives; document findings and recommend corrective actions.
  • Advise process teams and owners on the identification, analysis, documentation, and implementation of process improvements.
  • Develop strategic plans, performance measures, and monitoring approaches; track intervention and action-plan progress, evaluate results, and make timely decisions to support the achievement of program goals.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
