Summary

DCSA's Security Training (ST) operating component is seeking a Training Specialist/Course Manager with expertise in Industrial Security at our Security Academy in Linthicum, MD. In this role you will serve as an industrial security subject matter expert, analyzing, designing, developing, delivering and evaluating security training products for DoW government and industry personnel supporting the National Industrial Security Program (NISP).

As a TRAINING SPECIALIST (COURSE MANAGER) you will be responsible for the following duties:

  • Developing, delivering, and evaluating DCSA training, products and services to employ a variety of training techniques to provide security training worldwide.
  • Assessing, designing, developing, implementing and evaluating new or modified training courses and products based on DoW policies.
  • Conducting routine annual maintenance as applicable to ensure information remains current, relevant, and accurate.
  • Coordinating and presenting multidisciplinary security training via instructor-led or virtual instructor led training.
  • Implementing new and innovative courses of instruction/training products.
  • Demonstrating a highly practical knowledge of DoW security program requirements relative to the NISP and all applicable security disciplines.

  • Must successfully attain and maintain the Security Asset Protection Professional Certification (SAPPC) within 24 months of hire.
  • Must successfully attain and maintain the Industrial Security Oversight Credential (ISOC) within 24 months of hire.
  • Must attain and maintain the ST Instructor Certification at the Basic level within 24 months of initiation of the Instructor Certification Program.

This position has a Basic Requirement for the 1712:

Individual Occupational Requirements

Degree: Undergraduate and Graduate Education: Major study - education or a subject area related to the position to be filled

OR

Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:

  • Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s)
  • Supervising or administering a training program
  • Development or review of training/course materials, aids, devices, etc., and evaluation of training results
  • Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-12 in the Federal service and are prepared to take on greater responsibility.

Generally, this would include one year or more of such specialized experience.

Specialized experience for this position includes:
  • Demonstrating a comprehensive knowledge of multiple security disciplines (industrial, physical, personnel and information) and their practical application in relation to Industrial Security principles, policies, and procedures.
  • Developing, implementing, and assessing training products and delivery methods;
  • Experience with Industrial Security and National Industrial Security Program (NISP) principles, policies, and procedures;
  • Reviewing, interpreting and applying policy changes to existing training and products;
  • Skills in public speaking, interpersonal, and oral/written communication.
Specifically you will be evaluated on the following competencies:
  1. Curriculum Development - Develop training and educational content with corresponding curricular products and services to facilitate competency acquisition.
  2. Instructional Delivery and Learner Development - Deliver, provide, and monitor training and education for individuals and groups within learning environments. Tailor and adapt instruction to ensure learners' needs are met and learning outcomes are achieved.
  3. Legal, Government and Jurisprudence - Knowledge of laws, legal codes, court procedures, precedents, legal practices and document, Government regulations, Executive orders, agency rules, Government organization and functions, and the democratic political process.
  4. Training and Education Analysis - Analyze processes/programs and interpret results in assessing training and education requirements. Identify individual and collective training and education capabilities and resources gaps, and develop gap mitigation strategies.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

This position is subject to an initial drug screening, and random testing thereafter. A negative drug test result must be received by HR within 30 calendar days after the EOD (i.e., start date).
