Summary

You will serve as a Wild Horse & Burro Coordinator with Bureau of Land Management.

We expect to fill six vacancies at this time; however, additional positions may be filled from this announcement if they become available.

You may be required to work weekends.

Pay will vary based on grade level and/or duty location for which you're selected. First time hires to the Federal government normally start at the step 1 rate.

Help

Some of the major duties you will perform include but are not limited to the following:

  • Leads the administrative and operational functions of the office's/site's WH&B activities ensuring that work complies with Departmental, Bureau, State and district/field level objectives, standards, and policies, and meets program goals.
  • Plans, coordinates, and executes WH&B events in compliance with program guidelines.
  • Ensures compliance with federal and state laws, regulations, and policies governing the management of WH&Bs.
  • Works with BLM public affairs staff to develop and implement public outreach strategies to raise awareness about the BLM's WH&B Program and its mission.
  • Develops and implements strategies to recruit and retain volunteers interested in supporting the office's/sites WH&B Program.
  • Coordinates and oversees the scheduling and/or acquisition of transportation vehicles, including trailers, trucks, and specialized equipment suitable for the transportation or temporary housing of WH&Bs or makes arrangements with trucking firms to transport the animals to their proper destination(s).
  • Serves as Program Officer and/or Contracting Officer's Representative on agreements and contracts for seasonal or year-round holding facilities, training, and clinician services.
  • Maintains accurate and up-to-date records of WH&B information related to the receiving, preparing, and disposition of WH&Bs.

Duties will be developmental in nature when filled below the full performance level.

As a condition of employment for accepting this position, you may be required to serve a two-year trial period to evaluate your fitness and whether your continuation of employment advances the public interest.

This trial period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service. In determining if your employment advances the public interest, the agency will consider: your performance and conduct; the needs and interests of the agency; whether your continued employment would advance organizational goals of the agency or the Government; and whether your continued employment would advance the efficiency of the Federal service.

Under applicable law, the employment of an individual serving a trial period automatically terminates when that period ends unless the agency affirmatively certifies, in writing, that the individual's employment should continue and that their appointment should be finalized. In the absence of agency action to affirmatively certify continued employment beyond the trial period, such appointments are terminated. Upon completion of your trial period your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.

Qualifications

All qualifications must be met by the closing date of this announcement - 10/16/2026-unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F.

For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the work schedule requirement as the service dates will be reflected. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.

Minimum Qualification Requirements: To qualify for this position, you must meet the following minimum qualifications.

Experience:

GS-09: One year of specialized experience equivalent to at least the next lower grade level GS-07 in the federal service. Specialized experience at this level is defined as:

  • Experience collecting, entering, and organizing data for analytical reports.
  • Dealing with the public, resolving complaints, answering questions, and educating the public on the policies and procedures of a natural resources program, such as a wild horse and burro program or another similar program.
  • Outdoor experience evaluating, handling, and working with large, untrained livestock or wild horses/burros; and driving heavy duty pickup trucks and trailers.

Education:

Master's or equivalent graduate degree

2 full years of progressively higher-level graduate education leading to such a degree

-OR-

LL.B. or J.D., if related

Combination of education and experience as listed above.

Experience:

GS-11: One year of specialized experience equivalent to at least the next lower grade level GS-09 in the federal service. Specialized experience at this level is defined as:
  • Experience leading others in the operation of a Wild Horse and Burro (WH&B) program; husbandry practices/handling/evaluating wild horses and burros, resolving WH&B issues at an WH&B adoption event.
  • Proficient driving heavy duty trucks/trailers.
  • Managing WH&B contracts/agreements, effectively communicates with individuals and groups on all aspects of the WH&B program, verbally and in writing.
  • Explaining and ensuring compliance with WH&B program policies, regulations, procedures, standards.
  • Entering, compiling, and reporting on program data metrics, such as adoption rate success to leadership.

Ph.D. or equivalent doctoral degree

3 full years of progressively higher level graduate education leading to such a degree

LL.M., if related

Combination of education and experience as listed above.

Physical Demands: Work requires long periods of standing, walking, recurring bending, crouching, stooping, reaching, and similar activities. The work also involves handling WH&Bs and includes lifting of heavy items (e.g., equipment, corral panels, animal feed, supplies, etc.). The work requires travel using various modes of transportation (e.g., airplanes, government owned vehicles, etc.). The incumbent drives various types of vehicles (e.g., cars, SUVs, light/medium/heavy trucks coupled with trailers of various sizes) and equipment. Ability to operate heavy equipment (e.g., front-end loaders, forklifts, skid steer tractors, dump trucks, and livestock squeeze chutes).

Work Environment: Work is carried out in the office and in the field (e.g., holding facilities, off-range corrals and pastures, arenas, stockyards, fairgrounds, and other outdoor venues). The office work involves everyday risks and discomforts that require normal safety precautions. The office area is adequately lighted, heated, and ventilated. Field work involves long days, in dusty, dry, and less than sanitary conditions. Field assignments involve widely varying topographic and climatic conditions. Temperatures may range from -20°F to over 100°F with considerable precipitation from rain, freezing rain, or snow fall. Ability to work in challenging outdoor conditions and conduct strenuous physical tasks related to caring for WH&Bs.

The duties of this position are suitable for telework only during an emergency or natural disaster.
