This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Help
  • Identify, develop, evaluate, and recommend options to resolve command issues.
  • Provide expertise in extracting data from a wide variety of medical and financial databases and other sources in support of command projects.
  • Work with command executive staff to provide continual assessments of operational effectiveness and promote data integrity and quality.
  • Analyze information to provide senior management with an ongoing measure of organizational effectiveness.
  • Management analyst for assigned Directorates and Military Treatment Facilities (MTFs) within the command.
  • Develop constructive recommendations to solve significant management problems.
  • Establish methodologies to identify, collect, compile, organize, analyze, interpret, track, and present workload, cost, and other pertinent medical and dental data and information.
  • This position requires Basic Life Support training certification from, or in accordance with, the American Heart Association and American Red Cross.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Required to be screened for and obtain necessary immunizations/vaccinations (hepatitis, influenza, etc.), unless exempted by a licensed physician.
  • Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
  • This position is designated Mission Essential. During severe weather or other emergencies, the incumbent must report to work or remain on duty as scheduled to support mission operations.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 11.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal service, which includes analyzing and evaluating complex medical and financial workload data to develop performance metrics, improve operational efficiency, and support the strategic planning of healthcare programs.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
