DUTIES AND RESPONSIBILITIES:

  1. Design, develop, and deliver training programs, materials, and workflows to support mandatory and non-mandatory trainings enterprise-wide and for subgroups of personnel.
  2. Deliver instructor-led training (in person or virtual) and coordinate the deployment of digital learning tools such recorded webinars to support scalable training across all IHSC facilities and headquarters.
  3. Provide support to IHSC Course Providers and Subject Matter Experts in the design, development, and delivery of all IHSC courses/trainings.
  4. Collaborate with IHSC subject matter experts on developing training materials that need to be placed in the IHSC LMS.
  5. Lead training needs assessments by identifying gaps in knowledge across different user types and delivering training approaches that match the needs of various staff roles (clinical/non-clinical), such as nurses, providers, pharmacists, and administrative staff.
  6. Develop and maintain a database catalog of all training that is offered by IHSC personnel to enhance service productivity, efficiency, and delivery.
  7. Provide administrative, technical, and operational assistance with various MEDU educational initiatives.
  8. Provide administrative, technical and operational support to the MEDU Service Lines (Administrative, Clinical, Professional Development and Consultative) through the execution of the initiatives of each service line.
  9. Collaborate with internal and external stakeholders, carrying out processes within the division, providing consultation and assistance to staff across the agency to include agency leadership.
  10. Collaborate with MEDU team members in the design of training materials and assist the coordination of staff trainings and workshops.
  11. Collaborate with Data Analyst to inform strategic planning for training and education efforts.
  12. Maintain and update training documentation, quick reference guides, and user guides, and standard operating procedures.
  13. Evaluate training progress and training procedures to monitor and analyze training effectiveness and assist with updating curriculum as needed.
  14. Participate in program planning meetings and support operational projects by contributing to implementation efforts, training coordination, and change management activities related to training, education, and learning management system use.
  15. Collaborate with IHSC staff and program stakeholders to ensure training efforts are informed by frontline perspectives, promote awareness of training opportunities, and support successful adoption of new tools and workflows.
  16. Provide training on the IHSC LMS for Learners, Course Providers and Training Super Users
  17. Monitor and update MEDU SharePoint page.
  18. Manage and provide operational oversight for MS TEAMS, Adobe Captivate or other eLearning tools, and other training aids.
  19. Share ICE training and education information with IHSC personnel through the communicator and other communication platforms
  20. Prepare and present educational and leadership content at professional and academic conferences.
  21. Develops, coordinates, evaluates, and document test drills and exercises in support of IHSC COOP initiative.
  22. Other duties and responsibilities as assigned.

  • Service Remaining Requirement Agreement: Upon appointment to this position, officers will be required to serve an 18 to 24-month commitment to IHSC.
  • ASSIGNMENT PAY AGREEMENT: You must not have a current Assignment Pay Agreement. However, if you have a current Assignment Pay Agreement, it must be fulfilled within 90 days of your application submission.
  • Applicants must be a current USPHS Commissioned Corps Officer or USPHS Call to Active Duty (CAD) candidate. Civilians are not eligible for this position.

  • Continued employment is contingent upon appointment to, and maintenance of, active-duty status in the USPHS Commissioned Corps.
  • PHS officers must participate in IHSC TDY On-Call Schedule (ITOS.) ITOS is either an entire month or two 16-day periods a year where, depending on the needs of the agency, the officer is required to be available to serve.

Qualifications

PHYSICAL DEMANDS:

  1. Required to facilitate training for up to 3 hours consistently standing.
  2. Required to perform CPR/emergency care standing or kneeling.
  3. Must be able to perform duties in a stressful and often austere environment without physical limitations.
  4. Occasional travel.
  5. Performing tasks that involve lifting, pushing, pulling of equipment or objects.

Education

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

  1. Individuals applying for an O-4 billet are a new Master or Doctoral degree graduate or have less than 3 years of experience in healthcare administration, public health, instructional design or a clinical profession. Upgrade to O-5 is dependent upon adequate performance. Individuals applying for O-5 have more than 3 years of experience post-graduation with a Masters or Doctorate degree in a clinical profession, healthcare administration, public health, or instructional design.
  2. Experience creating user guides, training materials, or e-learning content.
  3. Strong presentation, oral communication and writing skills at a level tailored to the respective audience including developing professional documents and course curricula.
  4. Ability to assess educational needs and design and develop responsible curricula.
  5. Ability to plan, implement, and evaluate training programs.
  6. Ability to manage multiple priorities and collaborate across teams.
  7. Proficiency using Microsoft Office applications and other presentation applications.
  8. Maintains basic readiness status including CPR/BLS certification
  9. Demonstrates a customer service focus in interpersonal interactions.
  10. Project planning, design, development, implementation, and management experience required.
  11. Experience with Learning Management Systems or Instructional Systems Design preferred.
  12. Strong interpersonal skills and ability to work effectively at all levels in a collaborative team environment.
  13. Experience in clinical instructional design, eLearning development and implementing clinical education training initiatives, preferred.
  14. Proficiency with a broad range of analytic skills for collecting, managing, and analyzing quantitative and qualitative information.
  15. High degree of independence, initiative, and follow-through.
  16. Ability to travel up to 25% percent of time to complete duties.
  17. Flexibility in applying skills and knowledge in a detention health service setting.
  18. For licensed incumbents, ongoing compliance with licensure requirements must be maintained. Clinical duties within the scope of licensure may be required during critical agency needs.
  19. Ability to deploy in a clinical or administrative role to support mission operations.

Additional information

This position is located within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC), Office of the Deputy Assistant Director of Administration, Medical Education and Development Unit (MEDU). The incumbent will report directly to the MEDU Deputy Chief/Strategic Education and Training Consultant.

IHSC has a multi-sector, multidisciplinary workforce of more than 1,600 employees, including U.S. Public Health Service (PHS) commissioned officers, federal civil servants, and contract staff. IHSC provides on-site direct patient care to ICE detainees at 17 detention facilities throughout the country and manages the provision of off-site medical care for detainees housed in approximately 240 additional Intergovernmental Service Agreement (IGSA) facilities. The ICE detainee population is approximately 34,000 on a daily basis, with an average length of stay of about 30 days, and over 400,000 detainees annually.

The Training Consultant will lead and support the design, development, and delivery of trainings in collaboration with agency subject matter experts which includes providing technical and clinical support to MEDU staff and IHSC personnel for training and education related resources and services.
