The following represent the major job duties for Pharmacy Technician - Automation

A. Automation (Automated Dispensing, Outpatient, Inpatient)

  1. Coordinates the technical aspects of pharmacy drug distribution activities to ensure standard operating procedures are in alignment with automation capabilities so that efficiencies are maximized. Incumbent is instrumental in recommending changes for the improvement of the workflow, work methods, and priorities involved within the drug distribution system.
  2. Evaluates and analyzes workflow and coordinates all work activities involved with Pharmacy automation throughout multiple facilities. This will involve trouble shooting, regularly gathering data, analyzing, and interpreting VA data and formulating action plans. This will also require the recognition of different workflows for CBOC/offsite locations and their particular needs from pharmacy service.
  3. Ensures that automated dispensing data is archived within established guidelines for each type of equipment throughout the main facility and in offsite locations as well.
  4. Resolves problems and complaints regarding all pharmacy and automated dispensing automation, troubleshoots problems with all automated dispensing equipment when production is compromised and alerts appropriate personnel.
  5. Has oversight responsibility of the user files of all automated dispensing systems.
B. Program Manager Tasks
  1. Ensures that the organization's strategic plan, mission, vision, and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans, work products, and services.
  2. Ensures that all team members participate in planning for achievement of team goals and objectives. Applies a wide range of qualitative and/or quantitative methods to identify, assess, analyze, and improve team effectiveness, efficiency, and work products. Leads the team from multiple locations in assessing team strengths and weaknesses, in exploring alternatives, and in determining what improvements can be made.
  3. Trains or arranges for the training of team members in methods and techniques of team building, working in teams, and accomplishment of individual and team tasks. Coaches the team in problem solving methods and techniques; provides advice on work methods, practices, and procedures; and assists the team and/or individual members in identifying possible solutions. Discusses with the team assignments,
    projects and/or program issues under review, and deadlines and time frames for completion. Serves as facilitator in coordinating team initiatives and in consensus building activities among team members.
C. Other Duties
  1. Serves as back up to other pharmacy technicians.
  • Inpatient services may include but not limited to such areas as aseptic admixture preparation including cytotoxic agents, automatic and on-demand ward stock replenishment, maintenance, and operation of automated prepackaging and dispensing equipment, assembly, and documentation of controlled substance requests, and properly packaging with documentation of single unit of use medications.
  • Outpatient services may include but not limited to outpatient prescription filling, pharmacy phone triage, window prescription dispensing, narcotic vault assignments, maintenance, and operation of automated prescription dispensing equipment, and packaging of mail out prescriptions.
  • Clinical services may include the involvement in anticoagulation clinic, medication management clinics, and population health activities.
D. Education
  1. Seeks personal and professional development opportunities which enhance personal well-being, customer service skills, and technical expertise.
  2. Educates non-pharmacy personnel and patients regarding Pharmacy Service's procedures, policies, and processes.
  3. Serves as preceptor for pharmacy technician students.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:
a. Citizenship. Be a citizen of the United States. Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with 38 U.S.C. § 7407(a).
b. Education or Experience.

  1. None required.
  2. For all grade levels and positions that accept both education and experience to qualify, equivalent combinations of qualifying education and experience that total at least 100% are qualifying. The combined percentage is determined by adding total qualifying experience as a percentage of the experience required for the grade level to the education as a percentage of the education required for the grade level.
c. Certification. For positions above the full performance level, the employee must pass a national certification exam and hold an active national certification through either:
  1. Pharmacy Technician Certification Board (PTCB), Certified Pharmacy Technician (CPhT). OR
  2. National Healthcareer Association (NHA), Certified Pharmacy Technician (ExCPT)
d. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
e. Foreign Education. To be creditable, education completed outside the U.S. must be deemed at least equivalent to that gained in a conventional U.S. program by a private organization specializing in the interpretation of foreign educational credentials.
f. Physical Requirements: You will be asked to participate in a pre-employment examination or evaluation as part of the pre-employment process for this position. Questions about physical demands or environmental factors may be addressed at the time of evaluation or examination.
g. English Language Proficiency. Pharmacy Technician candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).

Grade Determinations:

Pharmacy Technician, GS-08.
Experience. Candidates must possess one year of experience equivalent to the next lower grade level and demonstrate the KSAs below.

Examples of qualifying experience equivalent to the next lower grade level include: Pharmacy technicians at this level are nationally certified and can work autonomously using independent judgement to perform a full range of duties. These pharmacy technicians mentor and train lower graded pharmacy technicians in the practice setting. They assist advanced/ specialized pharmacy technicians and participate in performance improvement initiatives. At this level, pharmacy technicians use independent judgement to perform the full range of duties in the pharmacy

Certification. For positions above the full performance level, the employee must pass a national certification exam and hold an active national certification through either: (a) PTCB as a CPhT. OR (b) NHA as a ExCPT.

Knowledge, Skills and Abilities (KSAs). In addition to the experience above, the candidate must demonstrate the following KSAs for all GS-08 assignments and meet any additional KSAs for the assignment, if indicated:
(a) Comprehensive knowledge of concepts, principles, methodology and policies in a specialized area or section of pharmacy (such as sterile compounding, controlled substances, automation, clinical pharmacy, contact center, etc.) Note: See Specialized Area.in the Definitions Section.
(b) Skill in training and orienting new and existing pharmacy facility employees and students on proper policies and procedures.
(c) Ability to evaluate, analyze and coordinate workflow and work activities within a specialized area or section of the pharmacy.

To be creditable, a candidate must possess the required knowledge, skills and abilities (KSAs) associated with the scope of pharmacy technician practice. The candidate's experience must be evidenced by active professional practice.
