The incumbent is responsible for assisting management in improving the timeliness and accuracy of work processed in the module, and for assuring that work assignments, including paperless processing, of Benefit Authorizers (BAs) and other module personnel are completed timely and in accordance with established procedures. Ensures uniform and proper application of laws, regulations, policies and procedures under titles II, XVI and XVIII of the Social Security Act pertaining to the full range of post adjudicative issues. Conducts studies to improve work processes and assist management. The employee serves as a resource person to Benefit Authorizers, Customer Service Representatives, Technical Support Assistants, contact representatives and check, claims and recovery examiners in the module.

Responsibilities:

  • Participates in studies and projects, recommends ways to reduce backlogs and improve work processing, and analyzes results to identify problems or trends.
  • Assists management by monitoring receipts, backlogs, and files; adjusts workloads by priority and case age; ensures timely processing and deadlines are met; prepares workload reports as needed.
  • Conducts on-the-job and formal training for staff, identifies needs for additional technical training, and serves as instructor, mentor, or reviewer for new and current personnel as assigned.
  • Advises management and provides regular and periodic written and/or oral feedback for the purpose of rating performance, recommending training, and effectively planning and assigning work.
  • Serves on technical committees to analyze processing issues, resolve differences in procedures, promote uniformity, and recommend improvements to work processes.
  • Maintains up-to-date knowledge of program and procedural changes, consults with technical experts to resolve policy interpretation differences, and refers broad issues to higher-level analysts.
  • Leads technical meetings to share key information with staff, coordinates module work on post-adjudicative and systems processing, identifies and monitors system issues, and advises management and technicians.
  • Serves as an expert on paperless processing for Module technicians and provides guidance, assistance and training, as needed, on paperless transactions.
  • Reviews and comments on new procedures, assists in developing supplementary procedures, prepares interim procedures and/or reminder items for module personnel.
  • Conducts quality reviews of staff work to identify trends and issues, supports performance improvement plans, and provides feedback to supervisors or employees as needed.
  • Conducts service observations and coaching for technicians or SPIKE agents handling the 800#, provides feedback, and assists management with preparing and monitoring the 800# schedule.
  • Responds to incoming calls on the Special Return Payment Hotline taking the appropriate action to resolve the payment status.
  • Analyzes computer output to identify trends and to ensure uniform application of procedures in the processing of systems exceptions and alerts.
  • Prepares reports of findings and recommends corrective actions resulting from studies, projects and other assignments to the program analysts and/or other appropriate personnel.
  • Consults higher-level analysts for guidance on complex policy or procedural issues, ensures consistency across modules, and communicates relevant information to module technicians.
  • Reviews and makes determinations on requests for reconsideration of determination on SMI terminations for nonpayment of premiums.
  • Responds to telephone and telecommunication inquiries from field offices, RRB, HCFA, financial institutions, teleservice staff, legal representatives, and beneficiaries.

Applicants must have 52 weeks of specialized experience at the GS-09 level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include: knowledge of Title II, Title XVI, and Title XVIII Social Security laws, regulations, and related manuals pertaining to post adjudicative, health insurance regulations, principles, policies and procedures; knowledge of SSA's queries and online/offline computer systems and their interactions; skill in leading, training, and/or providing technical advice to Benefit Authorizers and other assigned module personnel; skill in monitoring and controlling workloads and workflow; skill in oral and written communications; skill in applying analytical techniques for identifying and resolving processing problems; skill in negotiating and dealing with controversial issues; knowledge of the relationships among SSA programs and their interrelationships with state law and other agencies (i.e. Treasury Department, Medicare and Medicaid, etc.). To be creditable, this experience must have been at least equivalent to the GS-9 grade level.

NONCOMPETITIVE CONSIDERATION DUE TO SPECIAL HIRING AUTHORITY

Applications for noncompetitive consideration will be accepted from SSA employees in the area of consideration who are currently serving under the following types of appointments: Schedule A, Reg. 213.3102 (U) appointments for individuals with disabilities; Veterans Recruitment Appointments; and time limited appointments for veterans with a compensable service-connected disability of 30% or more. This is a bargaining unit position, represented by AFGE, to be filled under the provisions of the SSA/AFGE Merit Promotion Plan. Additional selections may be made within 6 months of the date of the initial selection.

LOCALITY PAY: Salary will be set in accordance with locality pay provisions. Candidates currently receiving a higher locality pay than the office applied for are advised that should they be selected, they will lose entitlement to the higher locality pay.

OTHER NOTES:

This is not a career ladder position; GS-10 is the full performance level.

This position is eligible for telework as determined by agency policy.

Relocation expenses will not be paid.

Employee must report to geographic location they are selected for.

This is a moderate risk public trust position. The selected employee will be required to complete a Standard Form 85P, Questionnaire for Public Trust Positions, in order to have the appropriate investigation conducted, unless the employee has been previously certified eligible to occupy a position at this level.
