Summary

This position is located in the Safety and Technical Training Directorate, Technical Training Directorate (AJI-2). This Directorate provides a national training program to maintain a qualified and certified Air Traffic operational workforce to support the National Airspace System. The Directorate manages more than 35 projects, and is responsible for the maintenance and revision of over 400 Air Traffic and Technical Operations courses.

The Project Coordinator applies expert knowledge of management and organizational systems and procedures to conduct and coordinate a wide variety of complex analytical studies and projects concerning the training curriculum for the air traffic and technical operations workforce that supports and facilitates the production and delivery of quality learning. Serves as a recognized subject matter expert in management processes and provides leadership for highly complex activities under the minimal direction of a manager. This work requires extensive knowledge of qualitative techniques to analyze and measure the effectiveness and productivity of the Directorate¿s programs. This work affects the Safety and Technical Training Service Unit, the ATO, and the strategic goals of the Federal Aviation Administration (FAA).

Uses knowledge of the FAA policies and objectives to identify, plan, and organize resources for special projects. Uses project management knowledge to lead project team in meeting organization's objectives and goals. The Coordinator works with management in developing comprehensive action plans, including resources, timeframes, and budgets for projects. Plans, coordinates, tracks and reports on the performance of multiple ongoing projects.

Develops guidelines for improving management practices and methods; and analyzes and advises on proposed reorganizations or realignments of functions. Identifies gaps across the Directorate to provide business and automation solutions through the continuous improvement process. Applies an understanding of multiple business disciplines, including financial, contractual and acquisition to advise the Directorate and the AJI-2 leadership team on complex management issues. Develops and recommends approaches to address current and anticipated problems and issues. 

The Directorate's Special Projects Coordinator is an expert in the application of analytical and evaluative methods and techniques for identifying issues concerning the effectiveness and efficiency of work operations. Applies a thorough understanding of policy to lead teams in complex studies of past and present workload and deviations from standards to assess and validate staffing requirements. Adapts analytical techniques and evaluation criteria to measure organizational productivity and program effectiveness.

Applies an understanding of certification and proficiency requirements for the air traffic operational workforce to provide guidance on new and innovative training programs and methods to provide seamless support to Operational Units. Establishes decision processes and develops innovative and effective methods to document administrative criteria and guidance. Develops new and innovative approaches and positions on major administrative and business policy issues and determines whether recommendations conflict with existing ATO policies. Advises on and promote the effective development and utilization of learning management systems using experience with training development portfolio management.

Contacts are internal and external to the Directorate and include senior management. Prepares, reviews and recommends approval of project papers and staff reports to define, organize, and recommend resources for the Directorate work efforts to meet standards and goals set by ATO Leadership. Develops briefings to convey strategic vision. Briefs senior management on the status of recommendations and reports, focusing on complex problem area that may adversely affect the Directorates programs. Participates in meetings to collaborate on program direction and to communicate project results.

The Special Projects Coordinator applies broad policies and objectives that provide general guidance for addressing issues but often require the development of new approaches. The Team Manager reviews work only at completion for success in achieving planned results.

Qualifications

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-13 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

The Specialized Experience is defined as:

  • Experience identifying gaps across the organizational unit and to provide business and automation solutions using the continuous improvement process.
  • Experience coordinating and integrating project activities.
