The General Services Division (GSD) provides domestic procurement, contracting, travel, general services, and logistical support to the Bureau, and is responsible for the shipment of consular accountable items to all overseas posts.

Duties

Help
  • Serves as Support Services Supervisor and provides authoritative subject matter expertise to a Bureau workforce dispersed agency-wide.
  • Provides oversight and serves as a technical authority for office renovations , coordinates and oversees construction projects and space configurations, and obtains cost estimates from service providers and vendors.
  • Serves jointly with the GSD Director as the CA Bureau liaison with the Bureau of Administration Office of Real Property on a wide range of real property related matters, such as the CA Facility Consolidation Project and space management surveys.
  • Exercises the full range of delegated supervisory and managerial authorities necessary to successfully plan and carry out the responsibilities assigned to the Support Services Branch.
  • Coordinates efforts to ensure that a high level of physical security is maintained throughout the Bureau.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with knowledge of the methods and procedures for providing or performing a variety of functions and services applicable to the position to be filled; ability to plan, organize, and control work involving diverse activities; ability to gain cooperation and coordinate the work of others; and skill in oral and written communication.

Examples of qualifying specialized experience include:

  • Management analyst or technician or other work that included study, analysis, or evaluation leading to the development or improvement of managerial or administrative policies, practices, and procedures.
  • Administrative officer or assistant, budget administration, program analysis, or other work that demonstrated knowledge of an organization and its functions, and the ways in which support services can facilitate the work of the organization.
  • Office management experience that included responsibility for directing a variety of support services such as typing, mail processing, purchase of supplies and equipment, etc.
  • Secretarial work that required monitoring and coordinating administrative and processing work of subordinate elements through a system of internal procedures, controls, production, progress reporting, etc., to ensure the efficient operation of an organization.
  • Military experience that included responsibility for directing a variety of support functions such as communications, property management, mail service, facilities and equipment maintenance, etc.

In addition, qualifying specialized experience must demonstrate the following:

  • Experience developing cost estimates and providing budget and financial planning.
  • Experience coordinating and developing statements of work for contracts, reviewing contracts, and negotiating terms and agreements with various vendors.
  • Experience coordinating emergency planning for an organization.
  • Experience administering centralized administrative programs (e.g., GSA Global Supply, purchase/travel/payment card programs) or serving as a Government Technical Manager (GTM)/COR overseeing contractor performance.
  • Experience communicating effectively, to develop policy, guidance, instructions, and presenting recommendations to management.  

There is no substitute of education for specialized experience for the GS-14 position.

In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:

  • Ability to assign, review, and supervise the work of others;
  • Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
  • Ability to adjust to change, work pressures, or difficult situations without undue stress;
  • Willingness to consider new ideas or divergent points of view; and
  • Capacity to "see the job through."

You will be evaluated for this job based on how well you meet the qualifications above.
