Duties

Help

The A5/8/9 Senior Advisor, CAF Futures Capability Development, is the senior expert and general officer equivalent (GO equivalent) authority for cross cutting capability development and analysis across the Combat Air Forces. The Senior Advisor supports ACC lead command responsibilities for over 140 modernization programs while guiding new efforts driven by SECAF directed Operational Imperatives. This role leads HAF/A5/7 delegated future force design work and SAF/AQ assigned operational requirements and pre acquisition activities. The Senior Advisor aligns these efforts with the National Defense Strategy and Operational Imperatives, turning them into clear concepts, requirements, and program strategies. They lead cross functional teams that integrate operational, technical, and analytical perspectives into enterprise level capability plans. The Senior Advisor builds key partnerships and engages routinely with HAF, SAF, the Space Force, and other stakeholders in senior forums. The role helps leaders balance risk to current readiness against the need to modernize for future high-end conflict. The Senior Advisor drives mission engineering and modeling and simulation to inform tradeoffs across portfolios and kill chains. They lead efforts to mature critical and innovative technologies and to define and baseline future weapons systems and programs.

Qualifications

The selectee must also meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements cited below, unless a waiver is granted by the AF Senior Acquisition Executive (SAE). Please indicate in your resume the level and source of certification or eligibility for certification.

(a) APDP Level III certification in Engineering (or can be obtained within 24 months)
(b) 8 years of acquisition experience (or equivalent), 4 of which were in a CAP (or equivalent) position

QUALIFICATIONS: Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the Civilian Senior Executive Service corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations.

TECHNICAL QUALIFICATIONS: Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following:

TQ1: Must possess the expertise to lead cross cutting teams, develop AF enterprise level capability development and analytical partnership

TQ2: Must have experience in planning, programming formulation, capability and requirements development, acquisition, and systems engineering

The ideal candidate will possess the following experience:

The ideal candidate will serve as the senior technical authority for leading cross-cutting capability development and analysis efforts in direct support of A589's mission to advance Air Force readiness, sustainment, and modernization priorities. The Senior Leader (SL) expert will align their efforts with HAF/A5/7 delegated future force design and capability development, ensuring synchronization with National Defense Strategy (NDS) and SECAF-directed Operational Imperatives.

This candidate will lead cross-cutting teams within A589, driving initiatives that balance risk to current Air Force operational readiness while advancing transformational capabilities. They will specify new requirements, directing decision quality analyses, leading efforts to mature game changing technologies that enhance A589's ability to deliver combat power and sustain critical Air Force capabilities.

Additionally, the candidate will leverage their expert operational and technical knowledge, skills, and abilities to foster continuous engagement with HAF, SAF, Space Force and other stakeholders. Their leadership will ensure A589's programs and initiatives are integrated across the Department of the Air Force, enabling resource optimization, innovation, and mission success.

This alignment ensures the candidate's expertise directly supports A589's overarching goals of sustainment readiness, modernizing Air Force capabilities, and delivering impactful solutions to meet combatant commander requirements.

Education

Education: A bachelor's degree from an accredited institution is desired. A master's or advanced degree from an accredited institution is highly desired.

A screening panel will evaluate the candidates for this position composed of senior executives selected for organizational and/or functional backgrounds relevant to this position. The panel members will individually review each of the applications in terms of the qualifications criteria contained in this announcement. The qualifications stated are the minimum requirements of the position to be Qualified, a rating schedule will be applied by a screening panel to determine which candidates are considered to be Best Qualified. Then, they will meet to discuss each application, and reach a consensus decision as to the best qualified, qualified or not qualified candidates. The panel will interview all of the best-qualified candidates based upon consistently applied criteria. The panel will then make a recommendation of those best-qualified candidates who should be referred to the selecting official, in priority order. Final selection of a candidate is contingent upon USecAF approval.
