Summary

As a Supervisory Program Analyst, you will provide senior-level guidance, coordination, and technical direction for complex operational evaluation, performance analysis, and accountability initiatives.

Location of position: Located in the Business Analytics Service Center, Office of Acquisition Solutions Development (ASD), Federal Acquisition Service (FAS).

  • Serves as a leader and internal consultant to management, identifying, developing, and implementing operational factors that impact the portfolio and business practices.
  • Manages the creation of specialized and recurring management reports and analyses for the Service Center Director and other senior management.
  • Provides senior expert advice and recommendations to the Director, SC, and/or upper management officials concerning business unit performance, as well as the impact of fiscal policies and conditions on portfolio, program operations, and overall organizational performance.
  • Oversees and coordinates operational analysis and audit management activities related to the portfolio.
  • Identifies developmental and training needs of employees, providing or arranging for needed development and training.

Qualifications

The GS-15 salary range starts at $150,144 per year.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service.  Specialized experience is experience: directing strategic planning, operational analysis, business forecasting, performance management, and organizational accountability activities within a complex organization; analyzing the impact of fiscal policies and conditions on portfolio and program operations; applying qualitative and quantitative analytical methods to evaluate program effectiveness, identify risks and opportunities, and provide recommendations to senior leadership; developing executive-level reports, briefings, and analyses to support program planning and operational decision-making; and providing leadership in workforce planning, resource management, employee development, and organizational oversight.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

A panel of Subject Matter Experts (SMEs) will review the application of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses.

  1. Expert knowledge of performance management, business analysis, forecasting methodologies, and strategic planning principles to evaluate operational factors, identify trends, and develop data-driven recommendations that improve portfolio performance.
  2. Expert ability to analyze complex operational, financial, and performance data and translate findings into executive-level reports, briefings, and actionable insights to support leadership decision-making.
  3. Ability to evaluate organizational performance, assess the impact of financial policies and business conditions, identify risk and opportunities, and provide strategic recommendations to senior leadership
  4. Expert knowledge of internal controls, audit processes, performance assessments, accountability frameworks, and risk management practices to ensure accurate reporting and effective operational oversight.
  5. Ability to assess workforce capabilities, identify skill gaps, and implement employee develop strategies that enhance analytical expertise, operational effectiveness, and mission performance
