The T&L Clerk serves the almost 1,200 nurses and nursing support staff for the facility from the Associate Director for Nursing Service executive offices.

Help

This position involves the determination of pay, maintenance of payroll records review, and disposition of time and leave records, and the completion of related, reports pertaining to civilian employees of the Federal Government.

The duties of this position may include, but are not limited to:

  • Performs clerical and technician duties that results in the bi-weekly determination of pay for civilian employees.
  • Responsible for completion of Timecards (VAF4-5631) in the Centralized Veterans Affairs Time and Attendance System (VATAS).
  • Rresponsible for verifying accuracy of time records, reviewing for compliance with established tours of duty, correct hours per employee schedule, appropriate holiday scheduling and use of compressed tours of duty.
  • Responsible for correctly determining hours of base pay, entitlement to pay for on- call/standby, call back, night differential, holidays, Saturdays and Sundays premium pay, compressed work week, overtime, part-time hours, continuation of pay, unscheduled and compensatory time earned; and proper charges for annual leave, sick leave, leave without pay, non-pay, absence without leave (AWOL), military leave, jury duty, authorized absence, sleep time, and used compensatory time.
  • Responsible for maintaining leave records for all Nursing employees, documenting all instances of leave use/accrual. Alerts Nursing Administration to all deficits, exceptions, unusual patterns, etc. Reviews and extracts attendance information as requested.
  • Responsible for monitoring the status of employees on Leave With-out Pay (LWOP) or Continuation of Pay (COP) to ensure timely completion of memos and personnel actions.

Work Schedule: 6:30 am - 3 pm, 7 am - 3:30 pm, 7:30 am - 4 pm. Monday through Friday. To be discussed during interview.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/08/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
    • Entering schedules, daily time posting, entering overtime, compensatory time requests, and/or associated leave;
    • Communication skills, used for answering questions or handling conflict;
    • Compiling information and reports in written format and graphically used varied programs such as Excel, Word, and PowerPoint;
    • Office procedures - typing, filing, and use of office machines such as calculator, fax machines, copiers, scanners and main frame computer operation;
    • Civilian pay and/or leave rules; OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a full 4-year course of study leading to a bachelor's degree with major study or at least 24 semester hours in subjects appropriate to the position to be filled (Transcripts must be submitted at time of application). OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond high school.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
