The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
The duties may include, but are not limited to:
Review previous audit reports, formal orders and stipulations, and annual and special reports submitted by subject persons or firms to determine if financial practices and conditions comply with requirements of the Act.
Prepares comprehensive audit reports of investigation findings.
Documents investigative findings in an agency approved format and prepare detailed investigative reports documenting violations found when corrective administrative action is warranted.
Provides advice and guidance on the financial audit methodology, monitors the technical accuracy, and reviews the analysis, concepts, and conclusions upon completion of the audit.
Makes recommendations concerning immediate remedial measures required and recommendations concerning official actions.
Develops procedures for handling financial complaints received from livestock shippers and other members of the livestock, poultry, and meat marketing industries.
Makes public presentations to the livestock, meat and poultry industry on matters that are of concern to the public.

Qualifications

BASIC REQUIREMENT:
Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
OR;
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

The application process is as follows:
1: Create a USAJOBS account (if you do not already have one) at www.usajobs.gov. 2: Create a Resume with USAJOBS or upload a Resume to your USAJOBS account. 3: Click "Apply Online" and follow the prompts to complete the Occupational Questionnaire and attach any additional documents that may be required. You can update your application or documents anytime while the announcement is open. Simply log into your USAJOBS account and click on "Application Status." Click on the position title, and then select "Update Application" to continue.
4:If you are required to take the USA Hire Competency Based Assessments, you will be notified after submitting your application. The notification will be provided in your application submission screen and via email. The notification will include your unique assessment access link to the USA Hire system and the completion deadline. Additionally, in USAJOBS you can click "Track this application" to return to your assessment completion notice.
5:Access USA Hire using your unique assessment link. Access is granted through your USAJOBS login credentials.Review all instructions prior to beginning your assessments. You will have the opportunity to request a testing accommodation before beginning the assessments should you have a disability covered under the Rehabilitation Act of 1973 as amended.
6: Set aside at least 1-2 hours to take the USA Hire assessments; however, most applicants complete the assessments in less time. If you need to stop the assessments and continue later, you can re-use your unique assessment link.
7: Your responses to the USA Hire Assessments will be reused for one year (in most cases) from the date you complete an assessment. If future applications you submit require completion of the same assessments, your responses will be automatically reused.
