Duties

Help

  1. Serves as the subject matter expert to the Branch Chief for all activities in planning, organizing and directing integration activities of the Strategy, Planning and Programming Process (SP3).
  2. Provides extensive knowledge of Air Force program goals and objectives, the sequence and timing of key operations events and milestones, and methods of evaluating the SP3 process.
  3. Prepares and presents high level briefings of conclusion. Many briefings are highly subjective and not readily susceptible to verification and actual operations situations.
  4. Establishes, develops, and maintains a continuous liaison with HQ AFMC offices, Centers, other MAJCOMS, Air Staff, other Services/Agencies, and DoD offices to integrate the SP3 process that supports Air Force planning and programming.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management.

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience is experience in serving as the subject matter expert to executive leadership in planning, organizing, and directing the integration activities of the Strategy, Planning and Programming Process (SP3). This includes utilizing expert knowledge of capabilities-focused planning, Air Force policies, and program goals to define, validate, and execute capability integration and process improvement plans. Experience also includes establishing continuous liaison with HQ AFMC, Air Staff, and DoD offices to integrate SP3 processes, and applying advanced organizational, qualitative, and quantitative analytical methods to measure program effectiveness. Additionally, experience in demonstrating leadership abilities to advise senior officials on complex, mission-oriented issues, leading significant changes in business practices, and preparing and presenting high-level, strategic briefings to influence key decisions.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Expert knowledge of effects-based, capabilities-focused planning, and Department of Air Force policy, procedures, and schedules for developing AF process improvement plans in support of AF and command goals and objectives, and methods of defining, developing, documenting, validating, gaining approval, and managing capability integration and mission assignment strategy execution and process improvement plans and strategies.
  • Extensive knowledge of Air Force program goals and objectives, the sequence and timing of key operations events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Skill in reviewing processes and conducting extensive analysis of processes to substantiate change to organizational dynamics.
  • Demonstrated leadership and managerial abilities, in conjunction with the authority to serve as a technical expert and consultant to AFMC leadership and other AF officials on extremely complex and highly diverse directorate mission-oriented issues to include capability integration and mission assignment activities.
  • Mastery of advanced management, organizational, and analytical principles, methods techniques, and practices in conjunction with a comprehensive knowledge of the missions, roles, functions, organizational structures, and operations of AFMC, USAF, DoD, other agencies, and private industry, that govern, interface with, and/or influence the Strategic Plans, Programs and Assessments Directorate's missions and programs.
  • Comprehensive knowledge of qualitative and quantitative techniques for gathering, analyzing and measuring the effectiveness, efficiency, and productivity of acquisition program and support activities, in addition to the ability to gather and analyze complex program information, make sound judgments concerning substantive program processes, procedures, and practices.
  • Ability and professional stature to lead the development of significant changes in business practices and influence complex policy decisions.
  • Demonstrated communication skills and abilities, verbal and nonverbal, in conjunction with the ability to present and influence decisions by the high levels of management, both within and outside of the directorate, and to support and defend recommendations to those levels.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This is an acquisition demonstration project position NH-04 equivalent to a GS-14 to GS-15.
