As a HUMAN RESOURCES ASSISTANT (MILITARY) (TITLE 32), GS-0203-5/6/7, you will serve as the final reviewer and procedural authority of personnel actions submitted to the MILPO by lower echelons.

Major Duties - This is NOT an all-inclusive list:

  • Serves as a final reviewer and/or processor of actions, which may include but are not limited to: accessions, discharges/separations, promotions, awards, reductions, transfers, boards, Non­Commissioned Officer Evaluation Reports (NCOERs), Office Evaluation Reports (OERs), promotion eligibility, Simultaneous Membership Program (SMP), discharges, waivers, award/withdraw, Military Occupational Specialty (MOS), retirement eligibility, iPERMS, RCAS, eMILPO, SIDPERS, DJMS, DMDC, CAC Automation, TAPDB-G, DSRO, and any additional or emerging systems that support personnel management and actions that affect eligibility of educational or incentive benefits as well as sensitive, complex cases.
  • Cases have major effects on career or service as they may result in unfavorable career separation or loss of status.
  • Performs final review on file prior to review and action by a board, action officer, or others and ensures that all levels of legal, medical, and administrative review have been completed.
  • Ensures that regulatory requirements related to the specific action are met.
  • Identifies gaps or inconsistencies in records and initiates action or interviews personnel to obtain needed data.
  • Researches and obtains all necessary, relevant information regarding cases and issues and provides explanations and interpretations of rules, regulations, procedures, and requirements pertaining to actions taken or recommended.
  • Drafts or prepares related correspondence for appropriate signature and enters data in automated systems, as needed.
  • Retrieves data from information sources, both manual and electronic, for use in answering questions, responding to correspondence, or preparing reports or briefings.
  • Prepares General Officer nomination packet.
  • Ensures completeness and proper forwarding of records to appropriate board.

  • May be required to successfully complete a trial period.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. Head of Agency requests to exceed 14 days in a calendar year must be approved in advance by the National Guard, Director of Manpower and Personnel
  • Participation in direct deposit is mandatory.

Qualifications

AREAS OF CONSIDERATION: The areas of consideration for this position, Title 5 Excepted Service, will be in the following manner and sequence:

  • The FIRST area of consideration for this position will be candidates who match through the Priority Placement Program (PPP).
  • The SECOND area of consideration will be Veterans' Preference (VP) eligible.
  • The THIRD area of consideration will be all excepted permanent and indefinite temporary technicians within the ILNG.
  • The FOURTH area of consideration will be all current Federal Employees.
  • The FIFTH area of consideration will be all Federal re-employment eligible.
  • The SIXTH area of consideration will be all U.S. Citizens.

GENERAL EXPERIENCE: MUST possess progressively responsible clerical, office, or other work that indicates ability to acquire the knowledge and skills needed to perform the duties of the position with experience using computer and automation systems.

SPECIALIZED EXPERIENCE: GS-7 Level MUST possess at least 1-year equivalent to at least GS-6; comprehensive knowledge of laws, rules, regulations, policies, procedures, and precedents relating to the area of assignment; knowledge of computer databases, personnel management systems and pay management systems; knowledge of processing a variety of unique official personnel tasks. GS-6 Level MUST possess at least 1-year equivalent to at least GS-5; experience reviewing or processing actions such as accessions, discharges/separations, promotions, awards, reductions, transfers, boards, etc; experience researching to solve problems, experience corresponding professionally with other military personnel. GS-5 Level MUST possess at least 1-year equivalent to at least GS-4 or at least 4-years of education beyond high school level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
