Position Overview
As a Property Management Specialist, you play a vital leadership role in keeping Bureau of Safety and Environmental Enforcement's (BSEE's) property and fleet programs running smoothly across headquarters and regional offices. You bring expertise, initiative, and problem-solving skills to work every day as you guide property custodians, support program offices, and help staff understand and follow clear procedures. You ensure that assets are tracked, protected, and used responsibly, and you drive improvements that strengthen accountability and readiness for audits.

In this role, you manage important projects that touch every part of the bureau's mission. You keep property records accurate and complete, lead major inventory efforts, coordinate reuse, transfer, and disposal actions, and help teams understand how to document and report property activity. You also oversee warehouse operations, support contractor property oversight, and collaborate with fleet contacts to keep vehicles safe, compliant, and mission-ready. You prepare reliable reports that leaders depend on, help offices meet deadlines, and ensure staff know what they need to do when they transfer or exit the agency.

Some of the major duties you will perform include but are not limited to the following:

  • Lead property accountability across headquarters and regional offices; you set priorities for inventories, reporting, and data quality.
  • Manage the property record system by adding, transferring, and updating items; you assign tags and confirm responsibility sign-offs.
  • Direct quarterly and annual inventories; you reconcile differences, approve corrections, and document results for audit readiness.
  • Coordinate property reuse, transfer, and disposal actions using Federal Management Regulation and agency procedures; you organize actions with the General Services Administration and other partners.
  • Develop and update policies, procedures, and training for property custodians and program staff; you provide technical guidance and oversee compliance reviews.
  • Manage warehouse operations and the contractor property program in partnership with Contracting Officer's Representatives; you ensure proper care, use, documentation, and reporting.
  • Oversee fleet program activities by maintaining Federal Automotive Statistical Tool data, ensuring annual safety inspections, and coordinating vehicle assignments and disposals with the General Services Administration Fleet Service Representative.
  • Prepare and validate recurring reports on property, museum, and fleet activities; you ensure accuracy, timeliness, and support employee exit clearance for property accountability.
Duties will be developmental in nature when filled below the full performance level.

Qualifications

All qualifications must be met by the closing date of this announcement-10/14/2026-unless otherwise stated in this vacancy announcement.

To receive credit for experience, your resume MUST state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

MINIMUM QUALIFICATIONS FOR THE GS-11 PROPERTY MANAGEMENT SPECIALIST

SPECIALIZED EXPERIENCE: In order to qualify for the GS-11 Property Management Specialist using specialized experience, you must possess at least one full year of experience comparable to the GS-09 level or equivalent performing all of the following duties:

  • Updating and keeping property records accurate by entering item additions, transfers, and routine changes as directed, tagging equipment, and collecting responsibility sign-offs under standard procedures.
  • Conducting quarterly inventories and assisting with the full annual count, identifying differences, and preparing basic corrections for review to keep official records accurate.
  • Processing property reuse, transfers, and disposal paperwork by following established steps and laws, and coordinating with offices or outside organizations to schedule actions.
  • Maintaining property files and drafting recurring summaries on personal property, museum items, and vehicles to meet program needs and deadlines, elevating issues when needed.
  • Supporting related programs by preserving and documenting museum items according to handling guidance, recording vehicle information and safety checks, and helping employees and contractors follow property rules and procedures.
OR

EDUCATION SUBSTITUTION: In order to qualify for the GS-11 Property Management Specialist using education as a substitution for experience, you must possess a Ph.D. or equivalent doctoral degree; OR three (3) full academic years of progressively higher-level graduate education leading to a doctoral degree; OR an LL.M., if related.

Graduate education must be from an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the work of this position. One year of full-time graduate study is typically defined as 18 semester hours or 27 quarter hours, unless the school's catalog specifies a different full-time standard.

OR

COMBINATION OF EDUCATION AND EXPERIENCE: In order to qualify for the GS-11 Property Management Specialist using this method, you must have an equivalent combination of specialized experience and education as described above that, when combined, equals 100% of the total requirement. Only graduate education beyond the first 36 semester hours (or 54 quarter hours) of graduate study may be credited toward the combination at GS-11.

To qualify by combination, the sum of (A) the percentage of qualifying graduate education beyond 36 semester hours (measured against one year of full-time graduate study), and (B) the percentage of the required specialized experience (equivalent to at least the GS-09 level), must total 100% or more.

MINIMUM QUALIFICATIONS FOR THE GS-12 PROPERTY MANAGEMENT SPECIALIST

SPECIALIZED EXPERIENCE: In order to qualify for the GS-12 Property Management Specialist using specialized experience, you must possess at least one full year of experience comparable to the GS-11 level or equivalent performing all of the following duties:
  • Updating and keeping property records accurate by adding, transferring, or removing items, tagging equipment, and recording who is responsible for each asset.
  • Conducting quarterly and annual inventories and ensuring regional counts are completed, resolving differences, and submitting corrections to the official records.
  • Carrying out reuse, transfers, and disposal of property using established procedures and laws, and coordinating actions with other offices and outside organizations.
  • Maintaining property files and preparing regular reports on personal property, museum items, and vehicles to meet program needs and deadlines.
  • Supporting related programs by preserving and documenting museum items, keeping vehicle records and safety checks current, and helping employees and contractors follow property rules and procedures.

MINIMUM QUALIFICATIONS FOR THE GS-13 PROPERTY MANAGEMENT SPECIALIST

SPECIALIZED EXPERIENCE: In order to qualify for the GS-13 Property Management Specialist using specialized experience, you must possess at least one full year of experience comparable to the GS-12 level or equivalent performing all of the following duties:
  • Leading property records accuracy by establishing procedures for adding, transferring, or updating items, ensuring equipment is tagged, and confirming responsibility sign-offs across offices.
  • Directing quarterly and annual inventories for headquarters and regions, resolving differences, and approving corrections to keep official records accurate.
  • Coordinating property reuse, transfers, and disposals by applying established procedures and laws and organizing actions with other offices and external partners.
  • Developing or updating procedures and preparing regular program reports on personal property, museum items, and vehicles, and validating data and ensuring deadlines are met, including exit clearance accountability.
  • Leading related program activities by overseeing museum documentation and care, keeping vehicle records and safety checks current, partnering with staff and contractors to follow property rules and procedures, and serving as the primary liaison to external fleet contacts.

Physical Demands: The work is mostly sedentary, with periodical demand for physical activity relative to warehouse management and personal property inventory completions. Period travel for review and consultation with the Fleet Service Representatives (FSRs) on the personal property program is applicable.

Work Environment: This work is normally performed in an office setting, with non-routine visits to the warehouse.
