Summary

This position is located in the Department of Veterans Affairs (VA), Veterans Benefits Administration (VBA), Office of Human Capital Services (HCS), Workforce Planning & Strategic Analysis (WPSA) Directorate and reports to the Chief, Data Analytics. HCS provides the full range of Human Resources management services to include the development and operations of the Human Capital Data Warehouse, analyzing and reporting data to enhance effectiveness and efficiency of HCS business operations.

Duties

Help

Specific duties include:

  1. Supports and performs a variety of analytical, planning, evaluative, and advisory work.
  2. Monitors, tracks, and prepares data-based responses to include human capital management reporting, charts, graphs, statistical analysis to include forecasting, and narrative assessments for presentations and briefings for HCS, VBA, and VA leadership regarding human capital resources and operations.
  3. Supports the identification of trends, problem areas, inefficiencies, and inconsistencies in operations through deep dives into existing data and through the development of HCS's data warehouse.
  4. Skill in conducting in-depth analysis involving multiple variables through applying business intelligence and data analytics techniques to extract relevant information from datasets to provide insight and contribute to measuring and improving organizational and operational performance understanding.
  5. Knowledge of project management principles, methods, and techniques to plan and carry out analytical and statistical study assignments in an organized and structured fashion.
  6. Exchanges and communicates complex information, coordinates, and advises on work efforts and projects, works with peers to meet deadlines, and satisfy both internal and external requirements.
  7. Knowledge on a range of administrative laws, policies, regulations, and precedents applicable to the administration of human capital resources and information systems.
  8. Supports the Data Analytics and Systems Branch with the development, implementation, and monitoring of HCS' data warehouse.
  9. Consolidates and reviews analytical and evaluative activities, which determine the direction and scope of HCS program operations, and which impact the quality and consistency of services provided to internal and external stakeholders.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-12, GS-13.

Work Schedule: Full Time, Monday - Friday 8:00 am - 4:30 pm

Telework: This position is eligible for situational (ad hoc) telework only. The selectee is required to report to the official duty station each scheduled workday. Telework may be approved only on a case-by-case basis with supervisory approval. Routine or recurring telework is not authorized for this position.
Virtual: Current HCS staff reporting to an out-based duty location will continue to report to their current approved duty location upon selection.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement: 10/05/2026.

TIME-IN-GRADE REQUIREMENT: As a current Federal, GS employee you must meet time-in-grade requirements by the closing date of this announcement.

  • For a GS-12 position you must have served 52 weeks at the GS-11 level.
  • For a GS-13 position you must have served 52 weeks at the GS-12 level.

The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-12 Grade Level:
  • Specialized Experience - Applicants must demonstrate one year of specialized experience equivalent to the GS-11 level. To be considered qualified, applicants must demonstrate experience in at least four (3) of the following:
    • Analyze program and operational data by examining defined data elements, performance measures, workload information, trends, variances, or other measurable indicators to measure program performance, identify problem areas, and support improvements to program operations.
    • Use SQL (Structured Query Language) to retrieve, filter, join, aggregate, or analyze data from databases or other structured data sources for program analysis or reporting.
    • Use Power Query to import, clean, transform, combine, or prepare data from multiple sources for analysis and reporting.
    • Use Microsoft Excel and business intelligence software to analyze data and create reports, dashboards, visualizations, performance measures, or other analytical products used to monitor program performance.
    • Perform defined data-analysis procedures, including trend analysis, comparative analysis, variance analysis, workload analysis, performance measurement, or identification of patterns, discrepancies, and outliers to identify performance issues, inefficiencies, or operational concerns.
    • Conduct data reviews to identify trends, discrepancies, problem areas, or inefficiencies that may affect program performance or operations and communicate the findings to management or other stakeholders.
    • Apply knowledge of VBA laws, regulations, policies, procedures, or program requirements when reviewing program data or operations to determine whether activities comply with established requirements.
    • Use documented analytical findings to support recommendations or corrective actions addressing operational challenges, compliance concerns, or opportunities to improve program performance.
GS-13 Grade Level:
  • Specialized Experience - Applicants must demonstrate one year of specialized experience equivalent to the GS-12 level. To be considered qualified, applicants must demonstrate experience in at least four (4) of the following:
    • Conduct complex program and operational data analyses by examining defined data elements, performance measures, workload information, trends, variances, or other measurable indicators to evaluate program performance, identify operational challenges, measure effectiveness, and recommend improvements to management processes, systems, or program operations.
    • Use SQL (Structured Query Language) to retrieve, query, join, filter, aggregate, or analyze data from multiple tables, databases, or structured data sources to support complex program analysis, reporting, or management decision-making.
    • Use Power Query to import, clean, transform, combine, or prepare datasets from multiple sources for recurring analysis, reporting, or business intelligence purposes.
    • Use Microsoft Excel and business intelligence software to analyze datasets and develop reports, dashboards, visualizations, performance measures, or other analytical products used to communicate program results and support data-driven decisions.
    • Perform defined data-analysis procedures, including trend analysis, comparative analysis, variance analysis, workload analysis, performance measurement, forecasting, benchmarking, or identification of patterns, discrepancies, and outliers, to evaluate program performance and identify operational risks, inefficiencies, or areas requiring corrective action.
    • Conduct comprehensive reviews of program data or operational information to identify trends, discrepancies, performance gaps, inefficiencies, operational risks, or emerging issues and translate the findings into actionable recommendations for program or process improvement.
    • Interpret and apply VBA laws, regulations, policies, procedures, or program requirements when analyzing program operations, evaluating compliance, identifying deficiencies, or recommending corrective actions.
    • Evaluate program operations for compliance and effectiveness by comparing program data, practices, or outcomes against established VBA requirements and recommending actions to improve compliance, operational efficiency, or program performance.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
