SUMMARY:
PRIMARY PURPOSE: To perform a variety of technical duties in support of the base level civilian and military formal and ancillary training programs. Also provides technical leadership to lower graded personnel in support of the training program.

DUTIES:

  • Manages civilian training program.
  • Conducts training surveys and coordinates annual screening requirements when requested by MAJCOM and career programs.
  • Arranges and organizes the Civilian Training Committee.
  • Manages military technical training allocations and the selection process for no-name allocations to include Officer/Enlisted PME.
  • Manages Professional Military Education.

  • Work may require participation in Wing Augmentation Duty Program or other similar contingency capacities, (within skill set)
  • Work may require completion of additional duties and/or activities inherent to unit operation
  • Must be able to obtain and maintain a Secret Security Clearance
  • Position is not centrally managed/PCS funds are not authorized

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, for the GS-1702, Education and Training Technician Series.


SPECIALIZED EXPERIENCE FOR NON-FEDERAL APPLICANTS:
I have at least one year of specialized experience at the GS-08 (or higher) grade level or equivalent in other pay systems Examples of specialized experience includes knowledge of an extensive body of education rules, procedures, and operations to perform the wide range of education technician work related to the College's mission and objectives, and skill to apply this knowledge to resolve a wide range of issues using organizational instructions and accepted practices through extended experience. Knowledge of the missions, roles, functions, structure, and operations of agencies and organizations that affect administrative requirements, with the ability to recommend changes to optimize the effectiveness of interrelated procedures and policies. NOTE: You must submit a copy of transcripts.

EDUCATION: Have Two (2) full years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree which demonstrates the knowledge, skills and abilities necessary to do the work of the position. NOTE: You must submit a copy of your transcripts.

COMBINATION OF EDUCATION AND EXPERIENCE: Have a combination of specialized experience and education as described above. Therefore, I have a combination of experience and education. NOTE: You must submit a copy of
transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS FOR NON-FEDERAL APPLICANTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS08 level is required to meet the time-in-grade requirements for the GS09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.?

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1.Knowledge of the civilian and military training programs, their objectives, policies, procedures and requirements or similar processes in parallel business and industry organizations in order to manage and comprehensive training program.
2.Knowledge of education and training and force development programs and policies, objectives, procedures, regulatory requirements and processes to review unit and job functions and training requirements, analyze requests and to be able to recommend approval or disapproval.
3.Knowledtge of the format, content, and uses of the military personnel records to independently process personnel transactions which present complex and unusual procedural or substantive issues or the review of completed transaction as screening nominees for schools to identify those qualified in accordance with special requirements relating to the assignment, in addition to basic regulatory requirements regarding rank, previous education or training.
4.Knowledge of and ability to use various applications related to program areas such as personnel data system. Does not require a qualified typist.
5.Ability to communicate effectively both orally and in writing.
6. Ability to plan, organize work, and meet deadlines.



PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
