This Flex position is with the School Age Center at the Rock Island Arsenal in Rock Island, Illinois.

Morale Welfare and Recreation (MWR) Child and Youth Services (CYS) Employee Childcare Fee applicable to employees working at least 15 hours per week:

  • First Child: 100% childcare fee discount (all CYS employees)

Help
  • This position provides appropriate developmental care and instruction for children and youth ranging in age from 6 weeks to 18 years in Child and Youth Services (CYS) programs.
  • The incumbent plans and implements age and developmentally appropriate daily activities, planned experiences, interactions, and field trips.
  • Follows health and safety standards when performing diapering, toileting, hand washing, cleaning/sanitizing/disinfecting surfaces and materials, food service, safe sleep practices, and caring for ill children and youth.
  • Regularly operates a motor vehicle transporting fewer than 15 passengers on public roads at up to highway speeds.
  • Ensures that passenger safety rules and regulations are followed. Completes trip tickets and other required reports.

  • This position has been identified as having regular contact with children under the age of 18. In accordance with Section 231 of the Crime Control Act of 1990 (Public Law 101-647 codified at 34 U.S.C. § 20351) and DoD Instruction 1402.05.
  • Favorably adjudicated background checks are required.
  • Position is subject to immunization requirements as a condition of employment for working with children and youth.
  • Employee is required to obtain appropriate immunization against communicable diseases in accordance with recommendations from the Advisory committee on Immunization Practices (ACIP), which includes the influenza vaccine.
  • Must pass a pre-employment physical and subsequent physicals, thereafter, provide evidence of immunization and be free from communicable disease.
  • For positions in Child Development Centers, possess and maintain the physical ability to lift and carry up to 40 lbs., walk, bend, stoop, and stand on a routine basis.
  • The incumbent must have the visual and auditory capabilities to supervise children and youth, to comply with sight and sound supervision requirements and to provide immediate responses when applicable.
  • Incumbent is legally required to report all suspected incidents of child abuse/neglect.
  • Must complete all DoW and Service training requirements within the specified time including orientation, initial, and annual ongoing training requirements, and any required certifications. Must maintain current CPR and First Aid certifications.
  • The incumbent must possess and maintain a valid motor vehicle operator's license.
  • This position has been identified as a Drug-Free Workplace (DFW)/Testing Designated Position (TDP) in accordance with Army Regulation 600-85.
  • Tentatively-selected applicants must complete DA Form 5019 (Condition of Employment for Certain Civilian Positions Identified as Critical under the Department of the Army Drug-Free Federal Workplace Program).
  • A negative drug urine test is required prior to appointment. Incumbent will be subject to testing requirements to include periodic, random testing.
  • The incumbent is required to have mobility necessary to ensure safety of children and youth and engage in repetitive actions such as walking, standing, bending, stooping, and sitting on the floor. Safely lifts children as neded (CDCs).
  • Duties may involve working both indoors and outdoors.
  • The incumbent may work an uncommon tour of duty to include evenings, and weekends, and holidays to accommodate varying program operating schedules.

Qualifications

Resumes must be two pages (or less). Resumes should clearly demonstrate the applicant's relevant experience, skills, knowledge and abilities as they pertain to this position.

A qualified candidate must possess the following:
All applicants must be 18 years of age and possess a high school diploma or equivalent. The incumbent must communicate effectively in English, both orally and in writing to communicate with CYS team and customers, prepare reports and plans, and document observations.

In addition, candidate must have:
Experience: Minimum of 12 months experience working in group programs with children/youth as well as demonstrated knowledge in theories and principals of child/youth development

AND

Education: Completion of Skill Level DoW standardized training courses;
OR
Child Development Associate (CDA) or Military School-Age (MSA) credential;
OR
12 semester hours of college credit in early childhood, elementary, or secondary education; child and youth development, special education, Human Development, Youth Program Administration, Recreation (children and youth), Physical Education or directly related behavioral sciences (developmental psychology, child psychology/sociology for the family. General psychology/sociology course work is not qualifying)

To be found eligible for this position, proof of education must be submitted with the application along with a copy of a current valid driver's license.

In addition to the above qualifications, candidates who possess the following qualifications will be considered "Highly Preferred" and may be sent first for consideration:

Highly preferred candidates will provide proof of a Commercial Driver's License (CDL) with no restrictions to operate a 24 passenger vehicle and may be sent first for consideration.

Education

Proof of education is required at time of application. Failure to provide proof of education will result in an ineligible rating.

Acceptable documents for proof of education are a high school diploma, a high school transcript (showing the graduation date), a GED certificate, a college transcript listing courses that were taken, or proof of a college degree.
