Duties

Help
  • Provides supervisory and program oversight for ACofS G3/5.
  • Provides staff leadership and technical guidance on operational priorities.
  • Collaborates with the NETCOM staff, NETCOM subcommands, Army MACOMs, HQDA staff, ACA, CIO/G6 and Army Cyber Command on the translation of DOD and Department of the Army directions and guidance into NETCOM
  • Develops coordinated positions involving multiple Army MACOMs, other services and Defense Agencies.
  • Develops and implements specific programs and policies to meet program objectives.
  • Maintains cognizance over workloads, deadlines, priority programs, and operational trends in order to recognize problems, resolve conflicts, and institute corrective action.
  • Makes final decisions in regard to controversial issues or problems which cannot be solved by subordinate supervisors regarding technical, operational, or administrative matters.
  • Plans and assigns work to be accomplished by subordinate supervisors who guide and control the work.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Temporary Duty Travel (TDY) may be required up to 25%. This position may require Travel away from duty station (TDY). Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • This is a drug testing designated position (TDP) under the Department of the Army Drug-Free Federal Workplace Program in accordance with AR 600-85.
  • Those individuals not currently occupying a TDP position must successfully complete a pre-appointment drug test prior to being placed into this position and periodically thereafter.
  • This position is designated Tier 5, Special Sensitive, High Risk and the incumbent is required to obtain and maintain a Top Secret Security Clearance Level with Sensitive Compartmented Information (SCI) access as a condition of employment.
  • In accordance with DoDM 8140.03 and supplemental Army guidance, the employee must obtain and maintain the following requirements for each Cyber work role (except Data, AI, and/or Software Engineering) at the assigned proficiency level:
  • 1) Foundational qualification requirements within 9 months, 2) Resident qualification requirements within 12 months, 3) 20 hours of Continuous Professional Development (CPD) per work role code (which can overlap).
  • This position requires pre-employment Financial Disclosure Statement OGE Form 450 and annually thereafter in accordance with DoD Directive 5500-7-R.
  • This position has been designated "Mission Essential".
  • In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • This position is in the Supervision/Management work category as defined by Cyber Excepted Service, DoDI 1400.25-V3007. A one-year supervisory probation is required to assess your ability to perform supervisory duties.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1) Directing enterprise IT, network operations, cybersecurity, engineering, and mission-support functions while integrating objectives, requirements, resources, risks, and priorities to ensure mission delivery and continuity of operations, (2) Implementing guidance, operational processes, and technical requirements supporting Army Department of War Information Network (DoWIN) capabilities; executing plans, policies, governance, performance measures, budgets, and resource priorities, (3) Advising senior leaders on IT program impacts, risks, dependencies, and resources; resolving complex cross-organizational IT and operational issues; delivering clear recommendations to technical and nontechnical audiences, and (4) Leading directorate operations, supervisors, managers, and multidisciplinary teams through reporting, management controls, performance standards, evaluations, technical direction, customer engagement, and process improvement.
The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:

(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: leading others by setting the standards for the quality of work, even in the most difficult and/or high pressure circumstances; reviewing and editing work completed by others to ensure that the quality of work meets acceptable work standards.

(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: using expertise and experience to address complex problems, questions, or complaints; anticipating customer needs and modify the team's work activities, processes, and practices to meet these needs; collaborating across team and outside of own team to organize planning sessions that elicit ideas for improving customer service and support.

(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: clearly explaining and defending complex ideas, appropriately adapting to each audience's level of knowledge; actively listening and clarifying points when presenting highly complex and controversial findings; using well-constructed, fact-based arguments to persuade stakeholders/officials to take action on suggestions for improvement.

(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: providing precedent setting solutions to unique problems not previously encountered; helping team make decisions which are complicated by the number and nature of existing policy, guidelines, and organizational goals; identifying the root causes of problems; developing systemic solutions to address them and prevent them from reoccurring.

Education
