Duties

Help

  1. Plans, organizes, and directs the activities of a conventional but comprehensive Youth Program which stimulates and sustains the interest of children and to contribute to their social, emotional, intellectual, and physical development.
  2. Provides supervision to Appropriated and Non-Appropriated employees.
  3. Administers activities and plans consisting of elements of mathematical and letter concept, language development, art, music, science, social studies, health, physical educations, games, outdoor activities, fitness, and field trips to surroundings area of interest.
  4. Evaluates the effectiveness of planned social/recreational activities from the standpoint of participant's responses, vailiable resources, unforeseen developments, marketing campaign, and program objectives.

  • Must successfully complete additional training requirements including Cardiopulmonary Resuscitation (CPR) and first aid.
  • The work may require the employee to drive a motor vehicle. An appropriate, valid driver's license may be required for this position.
  • May occasionally be required to work other than normal duty hours.
  • This position has been identified as having "regular contact with children". IAW Public Law 101-647 Section 231, and Public Law 102-190, Section 1094.
  • An FBI fingerprint and State Criminal History Repository (SCHR) Check will be completed on any person selected for this position.
  • Must be able to maintain and maintain a Secret Clearance.
  • Child and Youth Program personnel have a physical examination no later than 60 days after appointment.
  • Physicals are updated every three years ensuring Personnel are physically and behaviorally capable of performing duties of the job. 10.14.1. Documentation of the most recent physical exam is kept in the employee or provider personnel file.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training series.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Have a bachelors degree (or higher) that included or was supplemented by major study in education or in a subject-matter field appropriate to the position being filled. Note: You must submit a copy of your transcripts with your application.

OR
COMBINATION OF EDUCATION AND EXPERIENCE --
Courses equivalent to a major in child or youth development, such as youth recreation, physical education, elementary education, secondary education, child development, psychology, social work, or an equivalent field of study, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study in a child development or youth-related field. NOTE: You must submit a copy of your transcripts.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge of the theories, principles, and techniques of educations and training and of child growth and development. This knowledge is necessary to provide oversight and direct involvement in Youth Center programs, which maintains and improves the physical, social, and mental well - being of young children. Knowledge of learning and recreational activities and services, of participants interests and needs, and the methods and processes involved in Youth Center programming to effectively plan and conduct a variety of youth activities and services to meet specific needs of the base community. Skill in the effective management and utilization of the financial, physical, and human resources of a Youth Center program. Ability to deal with youth, parents, paid staff, and volunteers in a skillful and tactful manner, and to possess the ability to communicate both orally and in writing.

EDUCATION:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of your transcripts.

OR
COMBINATION OF EXPERIENCE AND EDUCATION:
A combination of courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above. NOTE: You must provide a copy of your transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-10 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Professional knowledge of child and youth development and education principles, norms, behaviors, growth patterns, and procedures to develop meaningful program services and establish criteria for developmentally appropriate child activities; determine requirements for program materials and equipment; and develop curriculum plans and activities which promote the physical, social, emotional, and intellectual growth of children at various ages, with a variety of needs, and in diverse settings.
  2. Knowledge of public law, AF policy, and DOD directives related to the area of youth activities, teen activities/programs, and social events for youth and families, to plan and direct programs and provide administrative guidance and/or technical advice to management.
  3. Knowledge of Youth Program inspection requirements, reports, and program terms, as well as knowledge of common accounting, budgeting, funds control, resale, and inventory management principles.
  4. Skill in gathering, assembling, and compiling data, evaluating information, drawing conclusions, devising solutions, and prep a ring quantitative and narrative reports for a variety of offices and agencies; establishing and maintaining records; and managing resources to enhance accomplishment of program goals and mission.
  5. Ability to establish effective working relationships and to communicate well with others, orally and in writing, including preparing and conducting formal and informal briefings.
  6. Ability to motivate, train, and work effectively with diverse staff members.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
