Duties

Help

As the Director of the Office of Standard Contract Management, you will:

  • Provide leadership in the strategic planning, policy development and direction for the Office of
    Standard Contract Management and ensure senior-level coordination with the other Departmental
    staff offices.
  • Plan and direct overall work operations, set goals, priorities, and objectives and establish operating policies.
  • Develop and establish long- and short-range plans, goals, and projects. Recommend program
    changes and policies to accomplish the work operations more effectively and comply with the intent
    and deadlines established in governing regulations and laws.
  • Develop projections for spent fuel discharges and storage requirements.
  • Serve as the Contracting Officer for all standard contracts with utilities.
  • Coordinate all issues related to the Standard Contract; including coordinate all utility settlement negotiations, review of cost claims from utilities, and meet with Department of Justice and utility lawyers on terms of the agreements.
  • Manage all Nuclear Waste Fund activities including the investment portfolio, fee adequacy analysis, total system life cycle cost estimating, fee verification and fee projections.
  • Oversee the waste acceptance planning and documentation process, including the development
    and update of the waste acceptance planning documents, waste verification planning process and
    the waste acceptance criteria.

TECHNICAL QUALIFICATIONS (TQs): Your resume must clearly demonstrate that you possess the following technical qualifications.

TQ 1: Describe your experience managing or directing programmatic work related to the Nuclear Waste Policy Act of 1982 (as amended), the Standard Contract for Disposal of Spent Nuclear Fuel and/or High-Level Radioactive Waste (10 CFR Part 961), Nuclear Waste Fund fee adequacy determinations, and claims or disputes arising from the Department's obligations under the Standard Contract or similar instruments.

TQ 2: Describe your experience managing or directing work related to the disposition of spent nuclear fuel and high-level radioactive waste, including consent-based siting processes, interim storage facility development, and the administration or oversight of complex government contracts with nuclear utilities and waste generators.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQs, you may not receive further consideration for the position. There are five ECQs:

  • ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.
  • ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.
  • ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.
  • ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
  • ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.
Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.

The Office of the General Counsel is responsible for providing comprehensive legal services to the Secretary, Deputy Secretary, and all Departmental elements, except the Federal Energy Regulatory Commission, and for effectively representing the Department as counsel before Federal, State, and other governmental agencies and courts. These services are intended to advance the missions and objectives of the Department through advice, negotiation, rulemaking, legislation, regulatory enforcement and, when necessary, litigation, and to ensure that the Department operates in compliance with all pertinent laws and regulations.
